Tribal Areas and the border region to attack Pakistani, Afghan, U.S. and coalition troops; plan and train for attacks against U.S. interests; destabilize Pakistan; and spread radical Islamist ideologies. Since 10/01, the U.S. has provided Pakistan with over $10 billion for mil., econ., and development activities in support of the U.S. nat. security goals of destroying terrorist threats and closing terrorist safe havens. A major component of this effort has been U.S. Coalition Support Funds (CSF) reimbursed to Pakistan. This report assesses how CSF reimbursements have been used to meet U.S. goals in Pakistan, and what controls exist to ensure that reimbursements are for legitimate claims. Tables.

Book Afghanistan and Pakistan Oversight of U S Interagency Efforts

Download or read book Afghanistan and Pakistan Oversight of U S Interagency Efforts written by Jacqueline Williams-Bridgers and published by DIANE Publishing. This book was released on 2010-01 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: Afghanistan and Pakistan are two of the most urgent issues facing this Admin. and this Congress. In March 2009, the Pres. announced a strategy for Afghanistan and Pakistan, with a goal of disrupting, dismantling, and defeating Al-Qaeda in Afghanistan; destroying its allies and safe havens in Pakistan; and preventing their return to Pakistan or Afghanistan. With additional U.S. resources and attention focusing on Afghanistan and Pakistan, there will be additional oversight to ensure the accountability of U.S. efforts. This testimony addresses: (1) oversight of U.S. efforts in Afghanistan and Pakistan; (2) how this oversight coordinates with colleagues in the accountability community; and (3) some of the challenges carrying out this oversight.

Once launched, Task Forces are independent of CFR and solely responsible for the content of their reports. Task Force members are asked to join a consensus signifying that they endorse "the general policy thrust and judgments reached by the group, though not necessarily every finding and recommendation." Each Task Force member also has the option of putting forward an additional or a dissenting view. Book TERRORISM Commentary on Security Documents Volume 103

Download or read book TERRORISM Commentary on Security Documents Volume 103 written by Kristen Boon and published by Oxford University Press. This book was released on 2009-10-28 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Terrorism: Commentary on Security Documents Volume 103, Global Issues, continues the recent changes to this series that have justified a new publisher-brand, a new title, and a re-designed cover. That new title emphasizes the expert commentary now provided by three leading scholars in the field: Doug Lovelace, Director of the Army War College's Strategic Studies Institute, Kristen Boon of Seton Hall Law School, and Aziz Huq of the University of Chicago School of Law. In this particular volume, Lovelace updates researchers on new developments in various regions of the world. He devotes many pages to the debacle along the Afghanistan-Pakistan border, where Pakistan harbors extremists conducting the insurgency in Afghanistan. Both the documents selected by Lovelace and his insightful commentary describe how the U.S., under advice from Special Envoy Dick Holbrooke, has changed its approach to the problem by treating Afghanistan and Pakistan as one party instead of two. Volume 103 ("Global Issues") also examines the complex issue of China's possible assistance to terrorists overseas. For example, some weapons used against coalition forces in Afghanistan originate from China, despite China's promise to help the U.S. in its war against terror. Lovelace and the documents he presents also assess India's measured, thoughtful reaction to allegations that Pakistan facilitated the November terrorist attacks in Mumbai. The volume also alerts readers to disturbing developments in South America, where such groups as FARC in Colombia and The Shining Path in Peru have persisted in their profit-seeking campaigns of violence, despite those countries' general success in diminishing their power.

Book Securing Pakistan s Tribal Belt

Download or read book Securing Pakistan s Tribal Belt written by Daniel Seth Markey and published by Council on Foreign Relations. This book was released on 2008 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: Few dimensions of dealing with Pakistan are the source of as much frustration as the tribal areas bordering Afghanistan, the subject of this Council Special Report commissioned by the Center for Preventive Action. Daniel Markey analyzes the unique challenges of this region, which has long been largely outside Pakistani government control. He argues that the United States must work with Islamabad to confront security threats and improve governance and economic opportunity in the Federally Administered Tribal Areas (FATA), something that could reduce militancy. The report lays out a cooperative, incentives-based strategy for the United States that would aim to increase the capacity of the Pakistani government and its security institutions, foster political and economic reform, and build confidence in the bilateral relationship. At the same time, the report outlines alternatives to be considered should this positive approach fail to advance U.S. interests. These alternatives, be they coercive sanctions to induce Pakistan to act or unilateral U.S. action against security threats, could bring some short-term progress in dealing with significant threats -- but at the cost of bringing about a more hostile Pakistan that would cease to be a partner of any sort.

Book Combating Terrorism

Download or read book Combating Terrorism written by Gene L. Dodaro and published by DIANE Publishing. This book was released on 2010-08 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 2002, destroying the terrorist threat and closing safe havens have been key national security goals. As of May 2008, the U.S. had provided Pakistan, a key ally in the war on terror, more than $10 billion in funds and assistance. Pakistan's Federally Administered Tribal Areas' (FATA) rugged terrain, poor economic conditions, low literacy, underdeveloped infrastructure, and unique legal structure, all add to the complexity of efforts to address the terrorist threat in the FATA. This testimony discusses the: (1) progress of U.S. national security goals in the FATA as of May 2008; (2) status of U.S. efforts to develop a comprehensive plan; and (3) oversight of U.S. Coalition Support Funds provided to Pakistan. Book Securing Stabilizing and Developing Pakistan s Border Area with Afghanistan

Download or read book Securing Stabilizing and Developing Pakistan s Border Area with Afghanistan written by U. s. Government Accountability Office and published by Cosimo, Inc.. This book was released on 2010-01-01 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: Stabilizing and securing Pakistan's border with Afghanistan is a key goal of the Global War on Terror, and vital if the threat from Al Qaeda to the United States and the world is to be mitigated. Despite the effort of more than six years and expenditures of billions of dollars-some of it in aid to Pakistan for its own efforts in this measure-the goal remains unmet. This frank report, from the United States Government Accountability Office, assesses the current lack of a comprehensive plan for achieving this important objective and lays out a plan for moving forward. From the military element of such an effort-including the training and equipping of frontier corps-to the law-enforcement challenges of implementing border security to how diplomacy and economic development can help. Anyone who wishes to more fully understand the prosecution of the Global War on Terror will find this essential and informative reading.
