Book excerpt: "This proposal has been prepared in response to the request for proposals dated March 16th, 1978, received from Dome Petroleum Limited of Calgary and followed up by a familiarization meeting held in Swan Wooster's office on April 6th, 1978. The request for proposals indicated that the investigations are to be divided into two studies. This proposal responds to the Study I "Preliminary Investigation of the Feasibility of an Arctic Monocone". A separate proposal will be submitted for Study II "Preliminary Design of Submerged Oil Storage for the Beaufort Sea". It is understood that Dome Petroleum, with the assistance of the firm of F.G. Bercha and Associates Limited, has developed a concept for an Arctic Monocone for Development Drilling and Production. The concept development is presently at the stage where certain essential features require additional study to establish their technical feasibility within the general concept. In addition, it is understood that an overall assessment of construction and installation procedures along with a cost and time estimate of the superstructure and Monocone support system are to be included in this phase of the feasibility study. General descriptions of the concept including certain features to allow separation from the base to avoid ice island impact and the possibility of changing the superstructure to accommodate various mechanical layouts, as described in the Dome request for proposals, are not included herein for reasons of confidentiality. It is understood from the familiarization meeting that the ice loading criteria and drilling and processing systems information will be supplied by the client"--Leaf 1-1.

Phase 1 - Concepts evaluation: (i) Collect and analyze information to be provided by Dome including but not limited to: - Dome's present gravity production platform concepts and any relevant existing applicable documents. - site environmental conditions including soil characteristics and design ice loading criteria. - functional requirements: (1) topside load at towout, requirements on type and arrangement of equipment, oil storage and loading requirements; (2) number and arrangement of conductors, production rate and oil specifications; (3) tanker and supply vessel requirements. - information about possible construction sites, dredging sites and methods. (ii) Collect and analyse relevant standards, codes and regulations. (iii) Review the concrete caisson concepts developed by Dome for production, storage and loading platform in the Beaufort Sea and propose possible modifications. These concepts will be analysed according to various criteria which have a mutual influence. For simplicity we have described these criteria as: - structural and foundation; - functional; - construction and installation. (iv) Structural and foundation design review including: -environmental design forces (includes ice); - over-all stability calculation; - foundation calculation; - structural analysis of main members for both serviceability limit state (SLS) and ultimate limit state (ULS) conditions; - consideration of integrity, durability and protection. (v) Functional analysis review including: - assessment of the proposed arrangements of equipment and facilities to meet Dome's requirements for drilling, production, treatment and transfer; - assessment of the interrelationship of the various structural concepts and the functional requirements. (vi) Review of methods of construction, installation, and protection. The various proposed concepts will be analyzed from the point of view of their ease of construction, towing and installation: - fabrication site possibilities: water depth, sheltered areas, access, towing routes; - need for heavy construction equipment for prefabrication, deck mating, modules installations; - minimization of draft at tow-out from dry dock (partial construction, lightweight material, air cushion); - marine operation requirements: solid ballasting, water ballasting-deballasting, air cushion, grouting, retrieval of the structure; - need for site preparation, dredging, berm. (vii) Comparative cost estimating and scheduling including: - review of each concept in terms of quantities of material, equipment, operations, according to the analyses performed as per previous items (structure and foundation, functional needs, construction and installation facilities and methods); - review and update of the cost estimate and schedule for engineering, construction and installation. (viii) Selection of the optimum concept in light of the previous analyses"--ASTIS database.
