Use of bond financing is not, ultimately, a way of financing expenditures. This is an interim report that presents preliminary findings, mainly on the rate-of-return analysis, and no specific implementation recommendations are made at this time.

It also discusses implications such as the broadening of the scope of State transportation programs, including multimodal financing, highway-user subsidization of public transportation, and the nonuser revenue support of highway and transportation programs.
