Book excerpt: Dans le cadre du Recensement de 2001, on a défini 27 régions métropolitaines de recensement (RMR), y compris deux nouvelles, Kingston, Ontario et Abbotsford (Colombie-Britannique) qui étaient auparavant des agglomérations de recensement et 19 agglomérations de recensement (AR) subdivisées en des secteurs de recensement, y compris trois nouvelles, Drummondville et Granby, au Québec, et Medicine Hat, en Alberta . Le présent document de travail comprend trois cartes pour chacune des RMR et AR. La première carte montre les limites de la RMR ou de l'AR et des limites des subdivisions de recensement (SDR) qui la compose en 1996; la deuxième, la transition de 1996 à 2001 (les changements de limites étant mis en évidence), et la troisième, la RMR ou AR définie pour le Recensement de 2001 et les limites des SDR qui la compose en 2001. Les tableaux qui les accompagnent comportent des limites des subdivisions de recensement qui les composent ainsi que des critères auxquels elles doivent répondre pour être incluses dans une une RMR ou AR. Le présent document décrit divers facteurs qui peuvent donner lieu à des changements des limites des RMR et AR. Pour le Recensement de 2001, la restructuration des municipalités est le facteur qui a eu le plus de répercussions sur les limites de certaines RMR et AR. Le document décrit et compare en outre brièvement les critères de délimitation des régions métropolitaines aux États-Unis et ceux des régions métropolitaines au Canada. On indique quelles répercussions aurait l'utilisation des critères des régions métropolianes américaines sur le programme des RMR au Canada.

Book excerpt: The economic activity that drives growth in developing countries is heavily concentrated in cities. Catchphrases such as “metropolitan areas are the engines that pull the national economy” turn out to be fairly accurate. But the same advantages of metropolitan areas that draw investment also draw migrants who need jobs and housing, lead to demands for better infrastructure and social services, and result in increased congestion, environmental harm, and social problems. The challenges for metropolitan public finance are to capture a share of the economic growth to adequately finance new and growing expenditures and to organize governance so that services can be delivered in a cost-effective way, giving the local population a voice in fiscal decision making. At the same time, care must be taken to avoid overregulation and overtaxation, which will hamper the now quite mobile economic engine of private investment and entrepreneurial initiative. Metropolitan planning has become a reality in most large urban areas, even though the planning agencies are often ineffective in moving things forward and in linking their plans with the fiscal and financial realities of metropolitan government. A growing number of success stories in metropolitan finance and management, together with accumulated experience and proper efforts and support, could be extended to a broader array of forward-looking programs to address the growing public service needs of metropolitan-area populations. Nevertheless, sweeping metropolitan-area fiscal reforms have been few and far between; the urban policy reform agenda is still a long one; and there is a reasonable prospect that closing the gaps between what we know how to do and what is actually being done will continue to be difficult and slow. This book identifies the most important issues in metropolitan governance and finance in developing countries, describes the practice, explores the gap between practice and what theory suggests should be done, and lays out the reform paths that might be considered. Part of the solution will rest in rethinking expenditure assignments and instruments of finance. The “right” approach also will depend on the flexibility of political leaders to relinquish some control in order to find a better solution to the metropolitan finance problem.

Book excerpt: With the urbanization of the world's population proceeding apace and the equally rapid urbanization of poverty, urban theory has an urgent challenge to meet if it is to remain relevant to the majority of cities and their populations, many of which are outside the West. This groundbreaking book establishes a new framework for urban development. It makes the argument that all cities are best understood as ‘ordinary’, and crosses the longstanding divide in urban scholarship and urban policy between Western and other cities (especially those labelled ‘Third World’). It considers the two framing axes of urban modernity and development, and argues that if cities are to be imagined in equitable and creative ways, urban theory must overcome these axes with their Western bias and that resources must become at least as cosmopolitan as cities themselves. Tracking paths across previously separate literatures and debates, this innovative book - a postcolonial critique of urban studies - traces the outlines of a cosmopolitan approach to cities, drawing on evidence from Rio, Johannesburg, Lusaka and Kuala Lumpur. Key urban scholars and debates, from Simmel, Benjamin and the Chicago School to Global and World Cities theories are explored, together with anthropological and developmentalist accounts of poorer cities.
