However, another labor category—underemployment—has virtually been ignored. Underutilized or underemployed workers are those who are experiencing inadequate hours of work, insufficient levels of income, and mismatch of occupation and skills. Marginal Workers, Marginal Jobs addresses two principal issues: how can we measure underemployment, and how can we explain its prevalence? To answer the first question, Teresa Sullivan examines yardsticks in use, demonstrates their inadequacy, and develops a different measure that is easy to interpret and is usable by both demographers and economists. In answering the second, she analyzes 1960 and 1970 census data to determine the relative effects of population composition and job structure on levels of employment. One of the important contributions of Sullivan's study is to distinguish between marginal workers and marginal jobs in explaining underutilization. Previous explanations, including the widely used dual market theory, have not stressed this analytic distinction. In addition, her work accounts separately for the various types of marginality and seeks to show the condition of workers who are marginal on more than one count—for example, those who are both young and black, or old and female. A provocative study based on large samples of the U.S. population, this book raises important questions about a critical subject and makes a significant contribution to the theory of underutilization.

Book excerpt: On any given day in Arizona, thousands of Mexican-descent workers labor to make living in urban and rural areas possible. The majority of such workers are largely invisible. Their work as caretakers of children and the elderly, dishwashers or cooks in restaurants, and hotel housekeeping staff, among other roles, remains in the shadows of an economy dependent on their labor. Mexican Workers and the Making of Arizona centers on the production of an elastic supply of labor, revealing how this long-standing approach to the building of Arizona has obscured important power relations, including the state’s favorable treatment of corporations vis-à-vis workers. Building on recent scholarship about Chicanas/os and others, the volume insightfully describes how U.S. industries such as railroads, mining, and agriculture have fostered the recruitment of Mexican labor, thus ensuring the presence of a surplus labor pool that expands and contracts to accommodate production and profit goals. The volume’s contributors delve into examples of migration and settlement in the Salt River Valley; the mobilization and immobilization of cotton workers in the 1920s; miners and their challenge to a dual-wage system in Miami, Arizona; Mexican American women workers in midcentury Phoenix; the 1980s Morenci copper miners’ strike and Chicana mobilization; Arizona’s industrial and agribusiness demands for Mexican contract labor; and the labor rights violations of construction workers today. Mexican Workers and the Making of Arizona fills an important gap in our understanding of Mexicans and Mexican Americans in the Southwest by turning the scholarly gaze to Arizona, which has had a long-standing impact on national policy and politics.

But over its century-long history, there was much more to the September holiday than just having a day off. In The Workers' Festival, Craig Heron and Steve Penfold examine the complicated history of Labour Day from its origins as a spectacle of skilled workers in the 1880s through its declaration as a national statutory holiday in 1894 to its reinvention through the twentieth century. Historically, the global nurse occupation has been predominately female and segregated along gendered, racialised and classed hierarchies. In the last decade, new actors have emerged in the management of health care human resources, specifically from the corporate sector, which has created new interactions, networks, and organisational practices. This book urgently calls for the reconceptualisation in the theoretical framing of the globalised nurse occupation from International Human Resource Management (IHRM) to Transnational Human Resource Management (THRM). Specifically, the book draws on critical human resource management literature and transnational feminist theories to frame the strategies and practices used to manage nurses across geographical sites of knowledge production and power, which centralise on how and by whom nurses are managed. In its current managerial form, the author argues that the nurses are constructed and produced as resources to be packaged for clients in public and private organisations.
