Book Predicting Outcomes in United States Japan Trade Negotiations

Download or read book Predicting Outcomes in United States Japan Trade Negotiations written by Norio Naka and published by Praeger. This book was released on 1996-04-18 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S.-Japan Structural Impediments Initiative (SII) was an attempt in which U.S. and Japanese officials tried to solve trade frictions and adjust their economic systems both by creating an international epistemic community and regime and by accelerating domestic structural change through a joint bureaucratic structure (working group) and mutual pressure. With four multidimensionally-layered conceptual models, the book systematically describes and explains the political process of the SII, the reasons for its initiation and reaching agreements. Unlike most studies on U.S.-Japan trade negotiations which use the theoretically undefined case study method, the author tested propositions focussing on different factors (level of U.S. pressure, size and strength of various transgovernmental coalitions, and level of perception gaps) for different degrees of Japanese trade concessions across five SII issue areas (saving-investment patterns, the distribution system, exclusionary business practices, land policy, and keiretsu) by combining a detailed case study with content analysis of newspaper indexes and meeting records. The book adds to the tradition of U.S.-Japan trade negotiation/decision-making research with great insights and practical implications. It further develops Graham Allison's approach, applying it to international trade negotiation process, thereby enhancing the power of describing, explaining, and predicting outcomes of international trade negotiations. Intended for graduate students and specialists studying U.S.-Japan trade negotiations as well as policymakers practicing such negotiations. To know why and how the SII was initiated and agreed upon and what factors contributed to different degrees of Japanese trade concessions, four multidimensionally-layered conceptual models systematically describe and explain the political process of the SII. Download or read book Troubled Times written by Edward J. Lincoln and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this book, Edward J. Lincoln tackles the thorny issue of U.S. trade relations with Japan, the subject of so much tension in the 1990s. In so doing, he builds on his earlier Brookings book, Japan's Unequal Trade. Lincoln argues that statistical evidence shows only modest progress in diminishing Japan's "distinctiveness." Despite an upturn in the mid-1990s, import penetration, intra-industry trade, and inward foreign direct investment all remain low relative to most other nations. High profile negotiating efforts by both the Bush and Clinton administrations made progress in chipping away at protectionist barriers but fundamental problems remain. While Lincoln offers suggestions on what needs to be done by both sides, the most important lesson drawn from recent experience is that expectations should be lowered. Any feasible approach to making markets more open in Japan is likely to yield slow progress. Such realism--not to be confused with defeatism--is the only approach that has any chance of realizing gains over time.

Book America s Trade Policy Towards Japan

Download or read book America s Trade Policy Towards Japan written by John Kunkel and published by Routledge. This book was released on 2003-08-29 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a few years, the United States has gone from worrying about Japan's economic might to worrying about its meltdown. The rise and fall of America's 'results-oriented' trade policy towards Japan captures this turnaround. John Kunkel traces this Japan policy to a crisis in the institutions, laws and norms of the US trade policy regime in the first half of the 1980s. This arose from the erosion of America's post-war international economic dominance (especially vis-à-vis Japan) and the unintended consequences of Reaganomics. The crisis in turn led to the progressive ascendancy of a coalition of 'hardliners' over 'free traders' after 1985. Kunkel combines research in economics, politics and history - including interviews with key policy-makers - to illuminate this important case study of American trade policy. His book offers theoretical insights and practical lessons on the forces shaping US trade policy at the start of the twenty-first century.

Book Limits to Free Trade

Download or read book Limits to Free Trade written by David Hanson and published by Edward Elgar Publishing. This book was released on 2010-01-01 with total page 223 pages. Available in PDF, EPUB and Kindle. Book excerpt: Limits to Free Trade ranges over a wide diversity of relevant issues ranging from international agreements, to regional trade policies, to import trade barriers, to movements for trade reforms. Informed, informative, and strongly recommended for academic library reference and resource collections, Limits to Free Trade is a model of detailed and articulate scholarship. The Midwest Book Review This book explores the growing list of non-tariff trade barriers raised by the US, EU and Japan and assesses the prospects for significant trade liberalization. The author examines the liability of global free trade through a review of the complaints that these three countries raised about each other over a five-year period. He concludes that free trade may be increasingly hampered as barriers are created more rapidly than can be resolved, and that the prospects for significantly strengthening safeguards are limited. These issues are analyzed in the contexts of the major WTO trade agreements and the political economy of decision-making in the US, EU and Japan. The author concludes that the growing problems are endemic to the system and are not amenable to easy remedy. He tackles topics including international agreements, the trade policy processes in the three regions, issues concerning trade practices, import trade barriers in the EU, and prospects for reform. Scholars, students and practitioners in business economics, international business, and international economics will find much of interest in this book.

Book excerpt: This exciting collection looks at the theory and practice of legal borrowing and adaptation in different areas of the world: Europe, the USA and Latin America, S.E. Asia and Japan. Many of the contributors focus on fundamental theoretical issues. What are legal transplants? What is the role of the state in producing socio-legal change? What are the conditions of successful legal transfers? How is globalisation changing these conditions? Such problems are also discussed with reference to substantive and specific case studies. When and why did Japanese rules of product liability come into line with those of the EU and the USA? How and why did judicial review come late to the legal systems of Holland and Scandinavia? Why is the present wave of USA-influenced legal reforms in Latin Amercia apparently having more success than the previous round? How does competition between the legal and accountancy professions affect patterns of bankruptcy? The chapters in this volume, which include a comprehensive theoretical introduction, offer a range of valuable insights even if they also show that the

Book Food Fights over Free Trade

Download or read book Food Fights over Free Trade written by Christina L. Davis and published by Princeton University Press. This book was released on 2011-10-23 with total page 422 pages. Available in PDF, EPUB and Kindle. Book excerpt: This detailed account of the politics of opening agricultural markets explains how the institutional context of international negotiations alters the balance of interests at the domestic level to favor trade liberalization despite opposition from powerful farm groups. Historically, agriculture stands out as a sector in which countries stubbornly defend domestic programs, and agricultural issues have been the most frequent source of trade disputes in the postwar trading system. While much protection remains, agricultural trade negotiations have resulted in substantial concessions as well as negotiation collapses. Food Fights over Free Trade shows that the liberalization that has occurred has been due to the role of international institutions. Christina Davis examines the past thirty years of U.S. agricultural trade negotiations with Japan and Europe based on statistical analysis of an original dataset, case studies, and in-depth interviews with over one hundred negotiators and politicians. She shows how the use of issue linkage and international law in the negotiation structure transforms narrow interest group politics into a more broad-based decision process that considers the larger stakes of the negotiation. Even when U.S. threats and the spiraling budget costs of agricultural protection have failed to bring policy change, the agenda, rules, and procedures of trade negotiations have often provided the necessary leverage to open Japanese and European markets. This book represents a major contribution to understanding the negotiation process, agricultural politics, and the impact of international institutions on domestic politics.
