Book excerpt: One of the more important legacies left with the Department of Energy (DOE) after the privatization of the United States Enrichment Corporation is the large inventory of depleted uranium hexafluoride (DUF6). The DOE Office of Nuclear Energy, Science and Technology (NE) is responsible for the long-term management of some 700,000 metric tons of DUF6 stored at the sites of the two gaseous diffusion plants located at Paducah, Kentucky and Portsmouth, Ohio, and at the East Tennessee Technology Park in Oak Ridge, Tennessee. The DUF6 management program resides in NE's Office of Depleted Uranium Hexafluoride Management. The current DUF6 program has largely focused on the ongoing maintenance of the cylinders containing DUF6. However, the long-term management and eventual disposition of DUF6 is the subject of a Programmatic Environmental Impact Statement (PEIS) and Public Law 105-204. The first step for future use or disposition is to convert the material, which requires construction and long-term operation of one or more conversion plants. To help inform the DUF6 program's planning activities, it was necessary to perform design and cost studies of likely DUF6 conversion plants at the preconceptual level, beyond the PEIS considerations but not as detailed as required for conceptual designs of actual plants. This report contains the final results from such a preconceptual design study project. In this fast track, three month effort, Lawrence Livermore National Laboratory and Bechtel National Incorporated developed and evaluated seven different preconceptual design cases for a single plant. The preconceptual design, schedules, costs, and issues associated with specific DUF6 conversion approaches, operating periods, and ownership options were evaluated based on criteria established by DOE. The single-plant conversion options studied were similar to the dry-conversion process alternatives from the PEIS. For each of the seven cases considered, this report contains information on the conversion process, preconceptual plant description, rough capital and operating costs, and preliminary project schedule.

Book excerpt: The U.S. Department of Energy (DOE) Depleted Uranium Hexafluoride (DUF{sub 6}) Management Program evaluated alternatives for managing its inventory of DUF{sub 6} and issued the ''Programmatic Environmental Impact Statement for Alternative Strategies for the Long-Term Management and Use of Depleted Uranium Hexafluoride'' (DUF{sub 6} PEIS) in April 1999 (DOE 1999). The DUF{sub 6} inventory is stored in cylinders at three DOE sites: Paducah, Kentucky; Portsmouth, Ohio; and East Tennessee Technology Park (ETTP), near Oak Ridge, Tennessee. In the Record of Decision for the DUF{sub 6} PEIS, DOE stated its decision to promptly convert the DUF6 inventory to a more stable chemical form. Subsequently, the U.S. Congress passed, and the President signed, the ''2002 Supplemental Appropriations Act for Further Recovery from and Response to Terrorist Attacks on the United States'' (Public Law No. 107-206). This law stipulated in part that, within 30 days of enactment, DOE must award a contract for the design, construction, and operation of a DUF{sub 6} conversion plant at the Department's Paducah, Kentucky, and Portsmouth, Ohio, sites, and for the shipment of DUF{sub 6} cylinders stored at ETTP to the Portsmouth site for conversion. This biological assessment (BA) has been prepared by DOE, pursuant to the National Environmental Policy Act of 1969 (NEPA) and the Endangered Species Act of 1974, to evaluate potential impacts to federally listed species from the construction and operation of a conversion facility at the DOE Paducah site.

This Request was made to help ensure that, by seeking as many recommendations as possible, Department management considers reasonable options in the long-range management strategy. The Depleted Uranium Hexafluoride Management Program consists of three major program elements: Engineering Analysis, Cost Analysis, and an Environmental Impact Statement. This Technology Assessment Report is the first part of the Engineering Analysis Project, and assesses recommendations from interested persons, industry, and Government agencies for potential uses for the depleted uranium hexafluoride stored at the gaseous diffusion plants in Paducah, Kentucky, and Portsmouth, Ohio, and at the Oak Ridge Reservation in Tennessee. Technologies that could facilitate the long-term management of this material are also assessed. The purpose of the Technology Assessment Report is to present the results of the evaluation of these recommendations. Department management will decide which recommendations will receive further study and evaluation.

Book excerpt: In the late 1980s, the National Cancer Institute initiated an investigation of cancer risks in populations near 52 commercial nuclear power plants and 10 Department of Energy nuclear facilities (including research and nuclear weapons production facilities and one reprocessing plant) in the United States. The results of the NCI investigation were used a primary resource for communicating with the public about the cancer risks near the nuclear facilities. However, this study is now over 20 years old. The U.S. Nuclear Regulatory Commission requested that the National Academy of Sciences provide an updated assessment of cancer risks in populations near USNRC-licensed nuclear facilities that utilize or process uranium for the production of electricity. Analysis of Cancer Risks in Populations near Nuclear Facilities: Phase 1 focuses on identifying scientifically sound approaches for carrying out an assessment of cancer risks associated with living near a nuclear facility, judgments about the strengths and weaknesses of various statistical power, ability to assess potential confounding factors, possible biases, and required effort. The results from this Phase 1 study will be used to inform the design of cancer risk assessment, which will be carried out in Phase 2. This report is beneficial for the general public, communities near nuclear facilities, stakeholders, healthcare providers, policy makers, state and local officials, community leaders, and the media.
