Book excerpt: Between March and October 2011, a coalition of North Atlantic Treaty Organization (NATO) member states and several partner nations waged a war against Muammar Qaddafi's Libyan regime that stemmed and then reversed the tide of Libya's civil war, preventing Qaddafi from crushing the nascent rebel movement seeking to overthrow his dictatorship and going on to enable opposition forces to prevail. The central element of this intervention was a relatively small multinational force's air campaign operating from NATO bases in several countries, as well as from a handful of aircraft carriers and amphibious ships in the Mediterranean Sea. The study details each country's contribution to that air campaign, examining such issues as the limits of airpower and coordination among nations. It also explores whether the Libyan experience offers a potential model for the future.

During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centersâ€"the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The approach offered here begins with a consideration of the basic characteristics of air forces and space forces, identifies the operational capabilities of these forces, and lists the missions and operational objectives to which these forces can contribute. By insisting that these missions and objectives be defined from the perspective of joint operations, this approach to doctrine positions the Air Force favorably to advance the role of its forces in the competition for roles within missions.

The focus of this book is to introduce a non-specialist audience to the the role of PA in food security, environmental protection, and sustainable use of natural resources, as well as its economic benefits. The technologies covered include yield monitors and remote sensing, and the key agronomic principles addressed are the optimal delivery of fertilizers, water and pesticides to crops only when and where these are required. As a result, it is shown that both food production and resource efficiency can be maximized, without waste or damage to the environment, such as can occur from excessive fertilizer or pesticide applications. The authors of necessity describe some technicalities about PA, but the overall aim is to introduce readers who are unfamiliar with PA to this very broad subject and to demonstrate the potential impact of PA on the environment and economy.
