Now, as fewer and fewer people are able to find full-time work, hope turns to hopelessness and security gives way to a pervasive unease. Yet some Japanese are getting by, partly by reconceiving notions of home, family, and togetherness.

Book excerpt: Contesting Precarity in Japan details the new forms of workers' protest and opposition that have developed as Japan's economy has transformed over the past three decades and highlights their impact upon the country's policymaking process. Drawing on a new dataset charting protest events from the 1980s to the present, Saori Shibata produces the first systematic study of Japan's new precarious labour movement. It details the movement's rise during Japan's post-bubble economic transformation and highlights the different and innovative forms of dissent that mark the end of the country's famously non-confrontational industrial relations. In doing so, moreover, she shows how this new pattern of industrial and social tension is reflected within the country's macroeconomic policymaking, resulting in a new policy dissensus that has consistently failed to offer policy reforms that would produce a return to economic growth. As a result, Shibata argues that the Japanese model of capitalism has therefore become increasingly disorganized.

Book excerpt: Yokohama Street Life: The Precarious Career of a Japanese Day Laborer is a one-man ethnography, tracing the career of a single Japanese day laborer called Kimitsu, from his wartime childhood in the southern island of Kyushu through a brief military career to a lifetime spent working on the docks and construction sites of Tokyo, Osaka and Yokohama. Kimitsu emerges as a unique voice from the Japanese ghetto, a self-educated philosopher whose thoughts on life in the slums, on post-war Japanese society and on more abstract intellectual concerns are conveyed in a series of conversations with British anthropologist Tom Gill, whose friendship with Kimitsu spans more than two decades. For Kimitsu, as for many of his fellow day laborers at the bottom of Japanese society, offers none of the comforting distractions of marriage, family life, or a long-term career in a settled workplace. It leads him through existential philosophy towards Buddhist mysticism as he fills the time between days of hard manual labor with visits to second-hand bookshops in search of enlightenment. The book also portrays Kimitsu’s living environment, a Yokohama slum district called Kotobuki. Kotobuki is a ‘doya-gai’—a slum inhabited mainly by men, somewhat similar to the skid row districts that used to be common in American cities. Traditionally these men have earned a basic living by working as day laborers, but the decline in employment opportunities has forced many of them into welfare dependence or homelessness. Kimitsu’s life and thought are framed by an account of the changing way of life in Kotobuki, a place that has gradually been transformed from a casual laboring market to a large, shambolical welfare center. In Kotobuki the national Japanese issues of an aging workforce and economic decline set in much earlier than elsewhere, leading to a dramatic illustration of the challenges facing the Japanese welfare state.

Book excerpt: Depictions of an alcohol-saturated Japan populated by intoxicated salarymen, beer dispensing vending machines, and a generally tolerant approach to public drunkenness, typify domestic and international perceptions of Japanese drinking. Even the popular definitions of Japanese masculinity are interwoven with accounts of personal alcohol consumption in public settings; gender norms that exclude and marginalize the alcoholic. And yet the alcoholic also exists in Japan, and exists in a manner revealing of the dominant processes by which alcoholism and addiction are globally influenced, understood, and classified. As such, this book examines the ways in which alcoholism is understood, accepted, and taken on as an influential and lived aspect of identity among Japanese men. At the most general level, it explores how a subjective idea comes to be regarded as an objective and unassailable fact. Here such a process concerns how the culturally and temporally specific treatment methodology of Alcoholics Anonymous, upon which much of Japan’s other major sobriety association, Danshūkai, is also based, has come to be the approach in Japan to diagnosing, treating, and structuring alcoholism as an aspect of individual identity. In particular, the gendered consequences, how this process transpires or is resisted by Japanese men, are considered, as they offer substantial insight into how categories of illness and disease are created, particularly the ramifications of dominant forms of such categorizations across increasingly porous cultural borders. Ramifications that become starkly obvious when Japan’s persistent connection between notions of masculinity and alcohol consumption are considered from the perspective of the sober alcoholic and sobriety group member.

The most powerful earthquake to have hit Japan in recorded history, it produced a devastating tsunami with waves reaching heights of over 130 feet that in turn caused an unprecedented multireactor meltdown at Fukushima Daiichi Nuclear Power Plant. This triple catastrophe claimed almost 20,000 lives, destroyed whole towns, and will ultimately cost hundreds of billions of dollars for reconstruction.In 3.11, Richard Samuels offers the first broad scholarly assessment of the disaster's impact on Japan's government and society. The events of March 2011 occurred after two decades of social and economic malaise—as well as considerable political and administrative dysfunction at both the national and local levels—and resulted in national soul-searching. Political reformers saw in the tragedy cause for hope: an opportunity for Japan to remake itself. Samuels explores Japan's post-earthquake actions in three key sectors: national security, energy policy, and local governance. For some reformers, 3.11 was a warning for Japan to overhaul its priorities and political processes. For others, it was a once-in-a-millennium event; they cautioned that while national policy could be improved, dramatic changes would be counterproductive. Still others declared that the catastrophe demonstrated the need to return to an idealized past and rebuild what has been lost to modernity and globalization.Samuels chronicles the battles among these perspectives and analyzes various attempts to mobilize popular support by political entrepreneurs who repeatedly invoked three powerfully affective themes: leadership, community, and vulnerability. Book excerpt: Spend time in New York City and, soon enough, you will encounter some of the Japanese nationals who live and work there—young English students, office workers, painters, and hairstylists. New York City, one of the world’s most vibrant and creative cities, is also home to one of the largest overseas Japanese populations in the world. Among them are artists and designers who produce cutting-edge work in fields such as design, fashion, music, and art. Part of the so-called “creative class” and a growing segment of the neoliberal economy, they are usually middle-class and college-educated. They move to New York for anywhere from a few years to several decades in the hope of realizing dreams and aspirations unavailable to them in Japan. Yet the creative careers they desire are competitive, and many end up working illegally in precarious, low paying jobs. Though they often migrate without fixed plans for return, nearly all eventually do, and their migrant trajectories are punctuated by visits home. Japanese New York offers an intimate, ethnographic portrait of these Japanese creative migrants living and working in NYC. At its heart is a universal question—how do adults reinvent their lives? In the absence of any material or social need, what makes it worthwhile for people to abandon middle-class comfort and home for an unfamiliar and insecure life? Author Olga Sooudi explores these questions in four different venues patronized by New York’s Japanese: a grocery store and restaurant, where hopeful migrants work part-time as they pursue their ambitions; a fashion designer’s atelier and an art gallery, both sites of migrant aspirations. As Sooudi’s migrant artists toil and network, biding time until they “make it” in their chosen industries, their optimism is complicated by the material and social limitations of their lives. The story of Japanese migrants in NYC is both a story about Japan and a way of examining Japan from beyond its borders. The Japanese presence abroad, a dynamic process involving the moving, settling, and return to Japan of people and their cultural products, is still underexplored. Sooudi’s work will help fill this lacuna and will contribute to international migration studies, to the study of contemporary Japanese culture and society, and to the study of Japanese youth, while shedding light on what it means to be a creative migrant worker in the global city today.

The developers that Ergin Bulut researched for almost three years in a medium-sized studio in the U.S. loved making video games that millions play. Only some, however, can enjoy this dream job, which can be precarious and alienating for many others. That is, the passion of a predominantly white-male labor force relies on material inequalities involving the sacrificial labor of their families, unacknowledged work of precarious testers, and thousands of racialized and gendered workers in the Global South. A Precarious Game explores the politics of doing what one loves. In the context of work, passion and love imply freedom, participation, and choice, but in fact they accelerate self-exploitation and can impose emotional toxicity on other workers by forcing them to work endless hours. Bulut argues that such ludic discourses in the game industry disguise the racialized and gendered inequalities on which a profitable transnational industry thrives. Within capitalism, work is not just an economic matter, and the political nature of employment and love can still be undemocratic even when based on mutual consent. As Bulut demonstrates, rather than considering work simply as a matter of economics based on trade-offs in the workplace, we should consider the question of work and love as one of democracy rooted in politics.

This insightful cross-national analysis demonstrates how active labor market policies and generous social welfare systems can help to protect workers and give employers latitude as they seek to adapt to the rise of national and global competition and the rapidity of sweeping technological changes. Such policies thereby form elements of a new social contract that offers the potential for addressing many of the major challenges resulting from the rise of precarious work.
