In terms of the European debate, the local level – cities, towns and neighbourhoods – has recently come under increased scrutiny as a potentially decisive actor in Cohesion Policy. As understandings of socio-spatial and economic cohesion evolve, the idea that spatial justice requires a concerted policy response has gained currency. Given the political, social and economic salience of locale, this book explores the potential contribution of place-based initiative to more balanced and equitable socio-economic development, as well as growth in a more general sense. The overall architecture of the book and the individual chapters address place-based perspectives from a number of vantage points, including the potential of achieving greater effectiveness in EU and national level development policies, through a greater local level and citizens' role and concrete actions for achieving this; enhancing decision-making autonomy by pooling local capacities for action; linking relative local autonomy to development outcomes and viewing spatial justice as a concept and policy goal. The book highlights, through the use of case studies, how practicable and actionable knowledge can be gained from local development experiences. This book targets researchers, practitioners and students who seek to learn more about place-based based development and its potentials. Its cross-cutting focus on spatial justice and place will ensure that the book is of wider international interest.

Book excerpt: The concept of reasonable adjustment (alternatively known as reasonable accommodation) is rapidly gaining significance for countries throughout Europe and beyond. Directive 2000/78 required all EU Member States to ensure that, by the end of 2006 at the latest, reasonable accommodation obligations would operate to protect disabled people from unequal treatment in the context of employment. The new United Nations Convention on the Rights of Persons with Disabilities will require ratifying States to impose such obligations in a broad range of situations. This book provides a detailed and critical analysis of the current and potential role of reasonable adjustment duties in British law. It explores the notion of the anticipatory reasonable adjustment duty - a notion which is, in many respects, distinctively British. It probes the relationship between reasonable adjustment and other concepts, including indirect discrimination and positive discrimination. Drawing particularly on US debates, potential sources of resistance to the duties are exposed and an attempt is made to suggest pre-emptive counter strategies. Attention is also given to issues of legal reform and rationalisation - issues of immense topicality and importance in view of the recent British move towards a single Equality Act. In short, this book examines the current and potential role of reasonable adjustment duties in Britain. Book excerpt: This report examines the effectiveness and efficiency of the current education system for 16- to 18-year-olds. In 2009, over 1.6 million 16- to 18-year-olds participated in some form of education and training at a cost of over £6 billion. Most studied full-time for qualifications such as A levels or National Vocational Qualifications, at a general further education college, sixth form college or school sixth form. The system governing the education of 16- to 18-year-olds is devolved and complex. The Department for Education (the Department) has overall responsibility, and the Young People's Learning Agency funds education providers and monitors their performance. Local authorities have a duty to secure provision but they have limited powers, and having duties without powers cannot work effectively. There has been an overall improvement in the achievements of 16- to 18-year-olds over the last four years. Students in larger providers have generally achieved better results. Smaller providers, by collaborating, can achieve some of the benefits of size. In a market, consistently poor providers should fail because they lose funding as students choose to study elsewhere. For the 16 to 18 education market to work effectively, there needs to be consistent and relevant information so the Department can assess value for money and students can make informed judgements about their courses and what they lead to. Also, where a provider's performance is poor, there must be clarity about the criteria for intervention, and the timing and extent of intervention. Neither is fully in place at present.
