Book Why Do Countries Break Up

Download or read book Why Do Countries Break Up written by Vladimir Gligorov and published by . This book was released on 1994 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In Chapter 2 the process of the discovery of liberalism during the communist rule is discussed and the reasons for its failure given. All the classical liberal ideas were discovered in Yugoslavia in conflict with the socialist principles; they failed to play a key role in the transformation of the country because they did not arise from an idea of a Yugoslav state."--ABSTRACT. "In Chapter 3 a "straightforward explanation" of the break up of Yugoslavia is given. It is argued that the state did not break up for economic reasons (as a way to get out of socialism), but for the following two reasons: (i) independent ethnic state is the long term strategy of Serbs and Croats (the two dominant Yugoslav nations); (ii) political preferences came to dominate the economic ones in the process of transformation. Given the goals and the preferences and given the facts of the ethnic configuration, the break up of Yugoslavia was inevitable and it inevitably had to be inconclusive."--ABSTRACT. "In Chapter 4 the contribution of the communist legacy is discussed and the record of individual and collective rights left in the ex-Yugoslav states is reviewed. It is shown that none of the newly established states has achieved a significant increase in those rights and is far from any ideal of a liberal state."--ABSTRACT.

Download or read book Subversive Institutions written by Valerie Bunce and published by Cambridge University Press. This book was released on 1999-01-28 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: From 1989 to 1992, all of the socialist dictatorships in Europe (including the Soviet Union) collapsed, as did the Soviet bloc. Yugoslavia, the Soviet Union and Czechoslovakia dismembered, and the Cold War international order came to an abrupt end. Based on a series of controlled comparisons among regimes and states, Valerie Bunce argues in this book that two factors account for these remarkable developments: the institutional design of socialism as a regime, a state, and a bloc, and the rapid expansion during the 1980s of opportunities for domestic and international change. When combined, institutions and opportunities explain not just when, how, and why these regimes and states disintegrated, but also some of the most puzzling features of these developments - why, for example, the collapse of socialism was largely peaceful and why Yugoslavia, but not the Soviet Union or Czechoslovakia, disintegrated through war.

Part I contains general theoretical discussions of retribution and reparation. The essays in Part II survey transitional justice in the wake of World War II, covering Austria, Belgium, Denmark, France, Germany, Hungary, the Netherlands, and Norway. In Part III, the contributors discuss more recent transitions in Argentina, Chile, Eastern Europe, the former German Democratic Republic, and South Africa, including a chapter on the reparation of injustice in some of these transitions. Book The Eu Internal Security Strategy

Download or read book The Eu Internal Security Strategy written by The Stationery Office and published by The Stationery Office. This book was released on 2011-05-24 with total page 94 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following the Treaty of Lisbon, The European Council has been given the power to adopt and implement an internal security strategy. it did so in March 2010, and this was followed in November by a Commission communication setting out the priorities, and how to implement them. The communication sets out five steps towards a more secure Europe: The disruption of international crime networks, The prevention of terrorism, security in cyberspace, improved border management, and increased resilience to crises and disasters. Of these cyber-security is a comparative newcomer and it is now clear that it can lead to massive disruption of state infrastructure, and can be used for espionage, terrorism, even war. As such, much of the evidence received concerned the role which the EU might play in fighting cyber-attacks. The Commission's main proposal is to set up a new Cybercrime Centre. This might be no more than a talking shop, but it could become a useful tool for investigating and analysing past attacks, improving law enforcement and preventing future attacks. Much will depend on whether it is given adequate resources. The Committee looked at the implementation of the strategy and at the way in which it overlaps with national and international strategies, In the hope that they can be mutually supportive. The Council has a new committee, which, under the Treaties, has the duty of coordinating all the work on internal security. Unless it does so effectively very little can be achieved; if it properly fulfils its mandate, The EU may play a valuable role in protecting the security of its citizens.
