Book excerpt: For decades the European Union tried changing its institutions, but achieved only unsatisfying political compromises and modest, incremental treaty revisions. In late 2009, however, the EU was successfully reformed through the Treaty of Lisbon. Reforming the European Union examines how political leaders ratified this treaty against all odds and shows how this victory involved all stages of treaty reform negotiations--from the initial proposal to referendums in several European countries. The authors emphasize the strategic role of political leadership and domestic politics, and they use state-of-the-art methodology, applying a comprehensive data set for actors' reform preferences. They look at how political leaders reacted to apparent failures of the process by recreating or changing the rules of the game. While domestic actors played a significant role in the process, their influence over the outcome was limited as leaders ignored negative referendums and plowed ahead with intended reforms. The book's empirical analyses shed light on critical episodes: strategic agenda setting during the European Convention, the choice of ratification instrument, intergovernmental bargaining dynamics, and the reaction of the German Council presidency to the negative referendums in France, the Netherlands, and Ireland.

The contributors to this volume - legal scholars, sociologists, political scientist and historians - focus on migration control in the 19th century, concentrating on three areas in particular: the impact of the French Revolution on the development of modern citizenship laws and on the development of new forms of migration control in France and elsewhere; the theory and practice of migration control in various European states is examined, focusing on the control of paupers, emigrants and "ordinary" travelers as well as on the interrelationship between the different administrative levels - local, regional and national - at which migration control was exercised. Finally, on the development of migration control in two countries of immigration: the United States and France. Taken altogether, these essays demonstrate conclusively that the image of the 19th century as a liberal era during which migration was unaffected by state intervention is untenable and in serious need of revision.

Though the unique comprehensiveness of the Soviet state’s concerns, to which the book draws attention, precludes a formally comparative approach, the ways in which its business is done can be explained, as elsewhere, by the country’s circumstances and historical experience. The first chapter indicates something of these circumstances and experience and of the motives of the Soviet state. The second explains the way the distinctive institutional form of the Soviet state came into being and the process by which it assumed some of the conventional state machinery. The third examines this conventional state and its unconventional functions in a Russian Communist setting. The fourth concerns the structure and operation of the complex device called the Party. The fifth, in turn, examines the means evolved for the fulfillment of the state’s main task, the management of the fully nationalized economy as a single concern, and the other main systems of control, including the judicial system. The sixth chapter suggests briefly how priorities of tasks are decided upon, obligations determined, and their performance secured. Accepting the view that the four and a half million Slovaks who inhabit the eastern part of Czechoslovakia are a separate Slav ethnic group, Dr Steiner describes their position in Czechoslovak history, their role in political life, the extraordinary persistence and continuing frustration of their national aspirations. After a brief survey of the history of the Slovaks under Hungarian rule, Dr Steiner examines their position in the democratic Czechoslovak Republic which was established in 1918. He analyses the causes of Slovak discontent and shows that although the new constitution granted full expression to Slovak culture, it limited complete development of Slovak national rights. Nevertheless he suggests that Slovak separatism played little part in the dismemberment of Czechoslovakia in 1938 and that the real attitude of the people towards Hitler's puppet Slovak State was eloquently expressed in their tragic rising against it in August 1944.

In the Eastern Desert, a marked increase in desert traffic came from imperial prospecting/quarrying activities and caravans transporting wares to and from the Red Sea ports. In the Western Desert, resilient camels slowly became primary beasts of burden in desert travel, enabling caravaneers to lengthen daily marching distances across previously inhospitable dunes. Desert road archaeology has used satellite imaging, landscape studies and network analysis to plot desert trail networks with greater accuracy; however, it is often difficult to date roadside installations and thus assess how these networks evolved in scope and density in reaction to climatic, social and technological change. Roads in the Deserts of Roman Egypt examines evidence for desert roads in Roman Egypt and assesses Roman influence on the road density in two select desert areas: the central and southern section of the Eastern Desert and the central Marmarican Plateau and discusses geographical and social factors influencing road use in the period, demonstrating that Roman overseers of these lands adapted remarkably well to local desert conditions, improving roads and developing the trail network. Crucially, the author reconceptualises desert trails as linear corridor structures that follow expedient routes in the desert landscape, passing through at least two functional nodes attracting human traffic, be those water sources, farmlands, mines/quarries, trade hubs, military installations or actual settlements. The ‘route of least resistance’ across the desert varied from period to period according to the available road infrastructure and beasts of burden employed. Roman administration in Egypt not only increased the density of local desert ‘node’ networks, but also facilitated internodal connections with camel caravans and transformed the Sahara by establishing new, or embellishing existing, nodes, effectively funnelling desert traffic into discernible corridors.Significantly, not all desert areas of Egypt are equally suited for anthropogenic development, but almost all have been optimised in one way or another, with road installations built for added comfort and safety of travellers. Accordingly, the study of how Romans successfully adapted to desert travel is of wider significance to the study of deserts and ongoing expansion due to global warming.
