We all pay higher prices to offset bad debt losses & higher taxes because bad debt expenses reduce income tax revenues. The Commission on Bankruptcy Laws reported that the system is dominated by rings that embrace judges & lawyers specializing in bankruptcy. It recommended stripping bankruptcy judges of their administrative duties. Congress rejected reform because the Commission did not expose a bankruptcy ring.
