Cette étude montre d'une part la similarité des problèmes, la concurrence entre plusieurs modèles politiques, sociaux et éducatifs quels que soient les pays, d'autre part les différences de contextes issus d'une histoire, d'une culture et de valeurs propres à chaque nation, l'Angleterre est dans une vision néo-libérale, les lois du marché sont un régulateur y compris en éducation, la France à l'opposé, perpétue le concept durkheimien de la solidarité face à l'exclusion et vise à moderniser l'éducation nationale, à la décentraliser en tentant de conserver comme garant de l'égalité des chances, la régulation par une administration forte.
