Il a associé des personnels d'établissements secondaires de zones classées défavorisées : EAZ en Angleterre, REP et ZEP en France. Les deux équipes anglaises et françaises ont chacune enquêté dans les établissements auprès des élèves, par entretiens, questionnaires, observation de classes, bilans de stages de formation.... Cette étude montre d'une part la similarité des problèmes, la concurrence entre plusieurs modèles politiques, sociaux et éducatifs quels que soient les pays, d'autre part les différences de contextes issus d'une histoire, d'une culture et de valeurs propres à chaque nation, l'Angleterre est dans une vision néo-libérale, les lois du marché sont un régulateur y compris en éducation, la France à l'opposé, perpétue le concept durkheimien de la solidarité face à l'exclusion et vise à moderniser l'éducation nationale, à la décentraliser en tentant de conserver comme garant de l'égalité des chances, la régulation par une administration forte.
