Se hace notar cómo el derecho al agua puede considerarse incluido ya en el Pacto Internacional de Derechos Económicos Sociales y Culturales, a partir, puntualmente, de sus artículos 11 y 12, tal y como se puso de presente por el Comité de Derechos Económicos, Sociales y Culturales de Naciones Unidas–órgano que ejecuta y hace cumplir la normatividad del pacto, en su observación número décimo quinta denominada, precisamente “El derecho al agua”.
