Book excerpt: In the late-18th century, a group of publishers in what historian Robert Darnton calls the "Fertile Crescent" countries located along the French border, stretching from Holland to Switzerland pirated the works of prominent (and often banned) French writers and distributed them in France, where laws governing piracy were in flux and any notion of "copyright" very much in its infancy. Piracy was entirely legal and everyone acknowledged tacitly or openly that these pirated editions of works by Rousseau, Voltaire, and Diderot, among other luminaries, supplied a growing readership within France, one whose needs could not be met by the monopolistic and tightly controlled Paris Guild. Darnton's book focuses principally on a publisher in Switzerland, one of the largest and whose archives are the most complete. Through the lens of this concern, he offers a sweeping view of the world of writing, publishing, and especially bookselling in pre-Revolutionary France--a vibrantly detailed inside look at a cut-throat industry that was struggling to keep up with the times and, if possible, make a profit off them. Featuring a fascinating cast of characters lofty idealists and down-and-dirty opportunists this new book expands upon on Darnton's celebrated work on book-publishing in France, most recently found in Literary Tour de France. War, shortage of materials, and frequent changes in political authority meant that few large-scale artworks or permanent monuments to the Revolution’s memory were completed. On the contrary, visual practice in revolutionary France was characterized by the production and circulation of a range of transitional, provisional, ephemeral, and half-made images and objects, from printed paper money, passports, and almanacs to temporary festival installations and relics of the demolished Bastille. Addressing this mass of images conventionally ignored in art history, The Politics of the Provisional contends that they were at the heart of debates on the nature of political authenticity and historical memory during the French Revolution. Thinking about material durability, this book suggests, was one of the key ways in which revolutionaries conceptualized duration, and it was crucial to how they imagined the Revolution’s transformative role in history. The Politics of the Provisional is the first book in the Art History Publication Initiative (AHPI), a collaborative grant from the Andrew W. Mellon Foundation. An important innovation was the creation of a public domain for certain kinds of books whose privil ge (or 'copyright') had expired. In order not to relinquish control over a vast category of books, the government decided to implement a new kind of printing and publishing permit - the 'permission simple'. As historian and bibliologist, the author examines the many issues involved in the implementation of the permit, explaining the circumstances that led to the creation of a public domain, the economic policies of the government with respect to the 'permission simple', and what exactly the procedures entailed. Other issues concerning the permit are also covered: edition runs; a number of illicit activities; the relationship of free trade, the physiocrats and Turgot to booktrade policies; the significance of Diderot's Lettre sur le commerce de la librairie. The study is largely based on hitherto unpublished sources and on books printed by virtue of the permit. Included in the volume is an edition of the 'permission simple' ledgers. This is the first time that the registers of an entire category of French books printed by virtue of a given authorisation have been published. They contain references to nearly two thousand editions - many today lost - of a wide variety of works. The entries are invaluable for the information they provide about the output of many important provincial printers and booksellers. Together the two registers provide a unique picture of French book production during the dozen years or so preceding the Revolution.
