Book excerpt: The transition of the former socialist and otherwise centrally planned economies into the world trading and financial system has become a major concern to both policymakers and social scientists. In this book experts from diverse economies address the principal issues raised by this transition. The chapters, which cover fourteen countries of East and Central Europe, the former Soviet Union, and Asia, are the result of a three-year research project. Although the contributors share a unity of design and analysis, each author focuses on the issues most relevant to the country or countries under discussion.In her introductory essay, project leader Padma Desai synthesizes the findings and cuts through recent analytical confusion over such issues as shock therapy versus gradualism. The paper interprets contagion effects as an increase in the volatility of shocks impinging on the economy. The implications of this approach are analyzed in a model in which domestic banks borrow at a premium on world capital markets, and domestic producers borrow at a premium from domestic banks. Financial spreads depend on a markup that compensates lenders, in particular, for the expected cost of contract enforcement. Higher volatility increases financial spreads and the producers’ cost of capital.

Equilibrium dollar wages are interpreted as full employment wages consistent with a country’s physical and human capital endowment, and estimated by regressing actual dollar wages on productivity and human capital proxies in a short (1990-95) panel of 85 countries. The main results are: (i) equilibrium dollar wages have appreciated steadily in the Baltic countries and fast-reforming Central and Eastern European (CEE) transition economies, but have been flat in most CIS countries; and (ii) 1996 actual dollar wages remain below estimated equilibrium dollar wages for most but not all transition countries covered.

The "contractual" state is associated with the countries of Eastern Europe, which moved toward democratic regimes, consensual relations with society, and clear boundaries between political power and economic wealth. The "predatory" state is associated with the successors to the USSR, which instead developed authoritarian regimes, coercive relations with society, and poorly defined boundaries between the political and economic realms. In Capital, Coercion, and Postcommunist States, Gerald M. Easter shows how the cumulative result of the many battles between state coercion and societal capital over taxation gave rise to these distinctive transition outcomes. Easter's fiscal sociology of the postcommunist state highlights the interconnected paths that led from the fiscal crisis of the old regime through the revenue bargains of transitional tax regimes to the eventual reconfiguration of state-society relations. His focused comparison of Poland and Russia exemplifies postcommunism's divergent institutional forms. The Polish case shows how conflicts over taxation influenced the emergence of a rule-of-law contractual state, social-market capitalism, and civil society. The Russian case reveals how revenue imperatives reinforced the emergence of a rule-by-law predatory state, concessions-style capitalism, and dependent society.

Book excerpt: This is the first systematic international comparative study of the transformation of couples' careers in modern societies. The countries included are Germany, the Netherlands, the Flemish part of Belgium, Italy, Spain, Great Britain, the United States, Sweden, Denmark, Poland, Hungary, and China. Using longitudinal data, this book explores what has and what has not changed for couples in various countries due to women's greater involvement in paid employment. It provides evidence that despite substantial improvement in women's educational attainment and career opportunities in all the countries studied, dimensions of role specialization in dual-earner couples have not undergone transformation to the same extent. Gender role change within the family has generally been asymmetric, so that housework and childcare primarily remain 'women's work'. There are, however, also significant institutional differences among modern societies which determine a country's timing, speed, and pattern of change from the traditional male breadwinner to the dual-earner family model. In particular, the impact of males' resources on their female partners' employment careers is dependent on the welfare state regime. In conservative and Mediterranean welfare state regimes, women's paid employment is negatively correlated with the occupational position of their husbands. In liberal welfare state regimes, no impact of husbands' resources on their wives' labour force participation could be detected. In the social democratic welfare state regime and generally in (former) socialist countries, husbands' resources have a positive effect on their wives' employment so that occupational resources cumulate in dual-earner families.
