Book excerpt: The purpose of this study was to examine the benefits to be gained from increased powerplant productivity and to validate and demonstrate the use of incentives within the regulatory process to promote the improvement of powerplant productivity. The system-wide costs savings to be gained from given productivity improvement scenarios are estimated in both the short and long term. Numerous reports and studies exist which indicate that productivity improvements at the powerplant level are feasible and cost effective. The efforts of this study widen this focus and relate system-wide productivity improvements with system-wide cost savings. The initial thrust of the regulatory section of this study is to validate the existence of reasonable incentive procedures which would enable regulatory agencies to better motivate electric utilities to improve productivity on both the powerplant and system levels. The voluntary incentive format developed in this study was designed to facilitate the link between profit and efficiency which is typically not clear in most regulated market environments. It is concluded that at the present time, many electric utilities in this country could significantly increase the productivity of their base load units, and the adoption of an incentive program of the general type recommended in this study would add to rate of return regulation the needed financial incentives to enable utilities to make such improvements without losing long-run profit. In light of the upcoming oil import target levels and mandatory cutbacks of oil and gas as boiler fuels for electric utilities, the use of incentive programs to encourage more efficient utilization of coal and nuclear base load capacity will become far more inviting over the next two decades.

Basically, these proofs relate to: the inability of rate of return regulation to encourage utilities to select a cost-minimal mix of inputs during periods of rapid growth; the capability of a voluntary incentive plan with design characteristics similar to the general format developed in this study to improve the characteristics of rate of return regulation in that area; and, the effectiveness of the general incentive format in a dynamic as well as a static setting. It should be noted, however, that the primary argument in behalf of the general incentive format is that it clearly offers to rate of return regulation a strong connection between profit and efficiency (which is the primary incentive for cost minimization in a functioning competitive market). The proofs presented in Appendices Volume II do not cover all the beneficiary aspects of the general incentive format. Those that are not included are fairly intuitive.

The following activities are reported: in-depth review of existing theoretical and empirical literature in the areas of power plant reliability, regulatory utility efficiency and performance incentives, and impacts of various regulatory mechanisms such as the Fuel Adjustment Clauses on productivity; contacts with other state public utility commissions known to be investigating or implementing productivity improvement incentive mechanisms; documentation and analysis of incentive mechanisms adopted or under consideration in other states; analysis of current regulatory practice in Illinois as it relates to power plant productivity incentives and disincentives; identification of candidate incentive mechanisms for consideration by the Illinois Commerce Commission; and analysis and evaluation of these candidates. 72 references, 8 figures.

It is a guide to some of the activities currently under way in state agencies to promote increased availability of electrical generating power plants. Standard measures of plant performance are defined and the nature of data bases that report such measures is discussed. It includes reviews of current state, federal, and industry programs to enhance power plant productivity and provides detailed outlines of programs in effect in California, Illinois, Michigan, New York, North Carolina, Ohio, and Texas. A number of actions are presented that could be adopted by state regulatory agencies, depending on local conditions. They include: develop a commission position or policy statement to encourage productivity improvements by utilities; coordinate state efforts with ongoing industry and government programs to improve the acquisition of power plant performance data and the maintenance of quality information systems; acquire the capability to perform independent analyses of power plant productivity; direct the establishment of productivity improvement programs, including explicit performance objectives for both existing and planned power plants, and a performance program; establish a program of incentives to motivate productivity improvement activities; and participate in ongoing efforts at all levels and initiate new actions to promote productivity improvements.

Book excerpt: Key findings from the Illinois Powerplant Productivity Improvement Study are: (1) the historic performance (equivalent availability) of large generating units in Illinois is below national average performance; (2) cost-effective opportunities to improve performance exist, and utilities pursue many of these; (3) there are no strong regulatory disincentives to the undertaking of productivity improvement projects, but no strong incentives either; (4) current utility practices, procedures, and management philosophy toward improved productivity are being strengthened; (5) areas in which immediate attention is warranted include application of reliability engineering tools to the analysis of powerplant availability and more vigorous pursuit of opportunities for performance improvements; (6) DOE systematic methodology for analysis of productivity improvement projects was demonstrated at three units and found to be useful; (7) the potential for improved productivity was estimated to be of the order of 2% in planned and forced outage rates; (8) if a 5% improvement were to be attained, cumulative (through 1990) constant-dollar benefits would be approximately $500 million; (9) formula regulatory incentive mechanisms are presently in a developmental or experimental phase, but adoption by the State of Illinois does not appear warranted at this time; and (10) the Illinois Commerce Commission can encourage improved productivity by explicitly considering recent unit performance during normal rate-case proceedings.

Book excerpt: The findings of a working group formed to review the status of efforts by utilities and utility regulators to increase the availability and reliability of generating units are presented. Representatives from nine state regulatory agencies, NRRI, and DOE, participated on the Working Group. The Federal government has been working cooperatively with utilities, utility organizations, and with regulators to encourage and facilitate improvements in power plant productivity. Cooperative projects undertaken with regulatory and energy commissions in California, Illinois, New York, Ohio, Texas, North Carolina and Mighigan are described. Following initiation of these cooperative projects, DOE funded a survey to determine which states were explicitly addressing power plant productivity through the regulatory process. The Working Group was formed following completion of this survey. The Working Group emphasized the need for those power plant productivity improvements which are cost effective. The cost effectiveness of proposed availability improvement projects should be determined within the context of opportunities for operating and capital improvements available to an entire utility. The Working Group also identified the need for: allowing for plant designs that have a higher construction cost, but are also more reliable; allowing for recovery and reducing recovery lags for productivity-related capital expenditures; identifying and reducing disincentives in the regulatory process; ascertaining that utilities have sufficient money available to undertake timely maintenance; and support of EPRI and NERC to develop a relevant and accurate national data base. The DOE views these as extremely important aspects of any regulatory program to improve power plant productivity.

Book excerpt: The New York Public Service Commission (PSC), under contract with the US Department of Energy (DOE), began a joint program in September 1978 to improve the productivity of coal and nuclear electric generating units in New York State. The project had dual objectives: to ensure that the utilities in New York State have or develop a systematic permanent, cost-effective productivity improvement program based on sound engineering and economic considerations, and to develop a model program for Power Plant Productivity Improvement, which, through DOE, can also be utilized by other regulatory commissions in the country. To accomplish these objectives, the program was organized into the following sequence of activities: compilation and analysis of power plant performance data; evaluation and comparison of utility responses to outage/derating events; power plant productivity improvement project cost-benefit analysis; and evaluation of regulatory procedures and policies for improving productivity. The program that developed for improving the productivity of coal units is substantially different than for nuclear units. Each program is presented, and recommendations are made for activities of both the utilities and regulatory agencies which will promote improved productivity.
