Book excerpt: Policy options that the Illinois Commerce Commission might adopt in order to promote improved power plant productivity for existing units in Illinois are identified and analyzed. These policy options would generally involve either removing existing disincentives and/or adding direct incentives through the regulatory process. The following activities are reported: in-depth review of existing theoretical and empirical literature in the areas of power plant reliability, regulatory utility efficiency and performance incentives, and impacts of various regulatory mechanisms such as the Fuel Adjustment Clauses on productivity; contacts with other state public utility commissions known to be investigating or implementing productivity improvement incentive mechanisms; documentation and analysis of incentive mechanisms adopted or under consideration in other states; analysis of current regulatory practice in Illinois as it relates to power plant productivity incentives and disincentives; identification of candidate incentive mechanisms for consideration by the Illinois Commerce Commission; and analysis and evaluation of these candidates. 72 references, 8 figures.

Book excerpt: A methodology, distributed by DOE, may be used as a potential tool for the utility industry to assess and evaluate productivity and reliability problems of existing and future units. The model can be used to assess the impact of an improvement project or corrective action on unit productivity parameters such as heat rate, capacity factor, availability, or equivalent availability. The methodology analyzes: the effect of component redundancy on unit equivalent availability; the effect of component reliability on unit equivalent availability; and a component's outage trend to project the component's future outage rate. The first purpose of this study is to illustrate for the utilities how to apply the methodology. Thus, this report contains the analysis performed by applying the methodology at three units of Illinois power plants. The units evaluated were Wood River 5, Quad Cities 1, and Quad Cities 2. A total of 8 improvement projects were evaluated and all outage data and equations used are included in order to facilitate utility reproduction of the given results. The second purpose is to evaluate the methodology as a useful tool for individual utilities; a number of modifications are suggested.

Book excerpt: Efforts of this task indicate that powerplant productivity is a complex issue that has to take into account economic factors, equipment limitations, and system-loading characteristics as well as external constraints such as regulatory requirements. Among the specific findings are: (1) utilities in Illinois use the industry-wide measures of performance such as capacity factor, availability factor, forced outage rates etc.; equivalent availability as a measure is not in common practice; (2) several unit performance statistics are collected on a routine basis such as the daily unit status, component outage data, monthly production figures etc.; (3) identifying major causes of lost productivity appears to be a relatively simple task, but finding economically and technically acceptable corrective actions are generally more difficult; (4) selection of improvement projects, as well as evaluating their future impacts, is mostly based on operating experience and engineering judgement, with no use of formal analytical/statistical models; (5) there generally is a group in every utility - typically called the power production department - with routine responsibilities for upkeep of unit productivity; and (6) recently the Commonwealth Edison Co. has developed a procedure for utilizing the Edison Electric Institute outage data base for analyzing productivity-related questions at nuclear plants; this procedure utilizes unit nonoperating hours to measure productivity.
