Book excerpt: The central characteristic of the evolution of the combat soldier in recent years is an increasingly sophisticated array of sensing, communications, and related electronics for use in battlefield situations. The most critical factor for maintaining this evolution will be the development of power supply systems capable of operating those electronics effectively for missions up to 72 hours long. To address the challenge, it is important that new approaches be sought on how to integrate and power these electronics. To assist in addressing this problem, the Army requested the National Research Council to review the state of the art and to recommend technologies that will support the rapid development of effective power systems for the future warrior. This report presents the results of that review. It provides an assessment of various technology options for different power level requirements, power system design, and soldier energy sinks. The report also describes future design concepts, focusing on low-power systems. Recommendations for technology development and system design are presented.

The first report, Science and Technology for Army Homeland Securityâ€"Report 1, presented a survey of a road range of technologies and recommended applying Future Force technologies to homeland security wherever possible. In particular, the report noted that the Army should play a major role in providing emergency command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities and that the technology and architecture needed for homeland security C4ISR was compatible with that of the Army's Future Force. This second report focuses on C4ISR and how it can facilitate the Army's efforts to assist the Department of Homeland Security (DHS) and emergency responders meet a catastrophic event.

The prevailing answer today among both scholars and policymakers is yes. But this is to overlook force employment, or the doctrine and tactics by which materiel is actually used. In a landmark reconception of battle and war, this book provides a systematic account of how force employment interacts with materiel to produce real combat outcomes. Stephen Biddle argues that force employment is central to modern war, becoming increasingly important since 1900 as the key to surviving ever more lethal weaponry. Technological change produces opposite effects depending on how forces are employed; to focus only on materiel is thus to risk major error--with serious consequences for both policy and scholarship. Before these crucial issues are addressed, however, a more fundamental question needs to be explored: what does the United States want its military to do? In other words, what are the future roles of the U.S. military? Only after this issue has been answered can the Department of Defense turn to the other important issues posed by Congress. In the pages that follow, Dr. William T. Johnsen tackles this question. In brief, he concludes that the U.S. military will continue to perform its traditional roles: deterrence, reassurance, compellence, and support to the nation. The method and manner of carrying out those roles, however, will change; in some cases substantially. The implications of these adapted roles will be considerable. The Department of Defense published the Defense Innovation Initiative in 2014 to identify and invest in innovative ways to sustain and advance America's military dominance for the twenty-first century. Through the initiative, the Department of Defense developed a third "offset" strategy to contend in great power competition and win during armed conflict. The U.S. Army developed a new future operating concept called Multi-Domain Operations in order to support the new defense strategy, drive modernization, and prepare for the future fight. Multi-Domain Operations theory proposes three interrelated tenets that solves the problem of contested domains and Anti-Access/Aerial Denial threats presented by Chinese and Russian operations in conflict. Those tenets are calibrated force posture, multi-domain formations, and convergence. This monograph examines the efficacy of the three Multi-Domain tenets through the lens of a historical case study - Solomon Island Campaign during World War II. The case study will help drive discussion, analysis, and further refinement of the operating concept with military professionals.This compilation also includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.Is World War III cresting the horizon as international relations and competition between great powers lay in the balance of the global commons?
