By that measure, the United States today is steadily losing ground. Whereas the number of officially defined poor dwindled steadily from the enactment of the Great Society programs in the mid-1960s, reaching a low of 24.5 million people in 1978, it has since risen to more than 32 million people. Although the economy continues to generate large numbers of new jobs, the basic unemployment rate continues to rise and current projections show little likelihood of unemployment rates consistently below 10 percent until some time after 1984, if then. In the years to come, the creation of an equitable and workable employment policy will be a major agenda item for politicians and policy makers at the state level, as well as for national leaders.

Book excerpt: This political history analyzes the failure of the United States to adopt viable employment policies, follows U.S. manpower training and employment policy from the 1946 Employment Act to the Job Training Partnership Act of 1982. Between these two landmarks of legislation in the War on Poverty, were attempts to create public service employment (PSE), the abortive Humphrey-Hawkins Act, and the beleaguered Comprehensive Employment and Training Act (CETA).Mucciaroni's traces the impact of economic ideas and opinions on federal employment policy. Efforts at reform, he believes, are frustrated by the tension between economic liberty and social equality that restricts the role of government and holds workers themselves accountable for success or failure. Professional economists, especially Keynesians, have shaped the content and timing of policy innovations in such ways as to limit employment programs to a social welfare mission, rather than broader, positive economic objectives. As a result, neither labor nor management has been centrally involved in making policy, and employment programs have lacked a stable and organized constituency committed to their success. Finally, because of the fragmentation of U.S. political institutions, employment programs are not integrated with economic policy, are hampered by conflicting objectives, and are difficult to carry out effectively. As chronic unemployment and the United States' difficulties in the world marketplace continue to demand attention, the importance of Mucciaroni's subject will grow. For political scientists, economists, journalists, and activists, this book will be a rich resource in the ongoing debate about the deficiencies of liberalism and the best means of addressing one of the nation's most pressing social and political problems. Book excerpt: Large or small, old EU member or new, and even EU member state or not – political economies across Southern Europe have been increasingly but distinctively ‘Europeanised’. In political, public and scholarly debates on processes of Europeanisation, Southern Europe invariably features as the area of concern. These concerns have been all the more heightened when the current sovereign debt crisis disproportionately hit this ‘flaky fringe’. This volume systematically investigates the dynamics of Europeanisation in the ‘Southern Periphery’ by tracing the domestic constellations of ideas, interests and institutions over the course of the 2000s which came to a close with the crisis. Bringing together a multidisciplinary team of leading specialists, the volume focuses on the political economy of public policy reform in Greece, Italy, Malta, Portugal, Spain and Turkey. In order to allow for cross-case comparisons, these original country studies follow a common template framed by what the Editors call the ‘Europeanisation as research programme’. The volume casts empirical light on the causes of the crisis in these cases as well as the past legacies conditioning their responses to the crisis.
