We have observed that governance discourse has been excluded in debates that concern the public good. The construct of public good seeks to support higher education that does not support a capitalist view of profit-making, arguably to respond to societal demands and needs such as developmental efforts through academic functions. Higher Education focuses on interconnected multi-disciplinary constructs, intending to provide services for the public good. The issue of public good is an interesting construct that puts universities on the spot since they are expected to be responsive to environmental changes and stakeholder needs through the functioning of accountable governance structures. These governance structures are compelled to comply with policy demands within external and internal environmental factors. This experience has exposed universities to systematic challenges that are local, regional and global, and which forces them to adapt while serving stakeholders and society. This book will also interrogate the governance of South African public universities in the post-decolonisation era and new demands from stakeholders.

Book excerpt: This book analyzes the Chinese-centered globalization ‘from below’ brought about by China’s entrepreneurial migrants and conceived of as a projection of Chinese power in the Belt and Road Initiative partner states. It identifies the features of this globalization ‘from below,’ scrutinizes its mutually reinforcing relationship with China’s globalization ‘from above,’ and shows that these two globalizations are intrinsically related to the construction of a new international order. It outlines how the actors in China’s globalization ‘from below’ include Chinese emigrants who are located in informal transnational economic networks. It reveals that Beijing has enacted many laws that compel these emigrants to contribute to the development of their country of origin but also influences them through the successful promotion of a specific type of deterritorialized nationalism; and that China is ready to impose harsh punitive actions on political elites in partner states which fail to protect its migrants or limit their economic activities. Finally, it argues that China’s globalization ‘from below’ is fundamentally different from the non-hegemonic globalization ‘from below’ represented by, among others, Lebanese and East Indian traders, and that China’s globalization ‘from below’ is rather a self-interested national strategy intended to support the construction of a Chinese-centered international order.

Book excerpt: Communication and Language play a foundational role in the overall pursuit of equity and social justice in education. This volume does not take up the majority and dominant views which are especially visible in developments in the field of linguistic education and English language instruction. Rather, it travels the path less followed, to attend to the language and communication concerns of populations that possess little political and economic power and whose academic and social needs are often neglected. The volume attends to the role of language acquisition in “levelling the playing field” to enable ALL students to develop into contented family members, good neighbours, and productive citizens in an increasingly diverse and global society. The issue takes on far greater importance, as it gradually comes to light that the capacity for language corresponds to and even implements the ability to interrelate with others. Far from being a mere utilitarian tool this is now appreciated as constituting the realm of abilities to take the position of the other, to share a field of meaning, and to project and pursue truly humane and indeed inter-humane attitudes and goals. In this light communication and language, whether verbal or preverbal, constitute the field in which one first attains and progressively evolves one’s humanity. In this volume, scholars from ten different countries examine issues related to the influence of language and communication patterns on equity and social justice in the lives of disadvantaged and marginalized populations around the globe (i.e., educational opportunities, community stability, economic prospects, and political power). Critical issues addressed include: education in traditional, national, or Western languages; language integration through dialects and code switching; non-verbal academic engagement through art, signing, and photography; cross-cultural engagement through language equity in higher education; and the influence of Western language acquisition on the self-concepts of disadvantaged students. As the succession of sections in this volume makes clear, success in the realization of language and communication abilities is not simple. Rather it reflects human life and interaction in all its complexity.

The cases reflect particular ways in which local-, group, and indigenous identities have been affected by a dominant discourse, how education can support or undermine identity, and how languages (including dominant and sub-dominant languages) and the language of instruction in schools are at the centre of challenges to hegemony and domination in many situations. Examining the issues in their research, the contributors reveal how members of minority-, disadvantaged-, or dominated groups (and the teachers and parents of children in their schools) struggle for recognition, for education in their own language, for acceptance within larger society, or for recognition of the validity of their responses to reform initiatives and policies that address a wider agenda but that fail to take into account key factors such as perceptions and subaltern status. Collectively, the chapters document research employing a variety of methodological approaches and theoretical perspectives, illustrating an array of universal and global issues in the field of comparative and international education. However, each of the cases its own unique character, as research findings and as personal reflections based on the authors’ experiential knowledge in particular social, cultural and political contexts. Book excerpt: The establishment of alternative education, private foundations, and networks linked to socio-political and spiritual advocacies distinguishes the Thai social movement in this research. This research is a qualitative study that has made use of historical accounts to associate with data gathered from extensive interviews and case studies in order to inquire as to whether alternative education represents an historical spiritual tradition of opposition to reform hegemony, and whether it has had an impact on state reform efforts. Also investigated was whether there are some historical patterns associated with the manner in which the state of Thailand has dealt with the forces of globalization and whether the collective action by informal movements of Thai people also has the same predictable pattern of response to the global. Analysis and comparison of these issues contribute in determining the values associated with people in the alternative education movement and the motives and intentions associated with state-initiated reforms. A further related aspect explored is the degree of "Thai-ness" and the embedded historical pattern of both the alternative education movement and education reform. These inquiries were answered through the collection of data from three different trips to Thailand over a four-year period, the last trip a one-year stay that permitted case studies and observations at three alternative schools, and the interview of a host of participants from home-school parents and students to Ministry of Education staff and officers. In examining the data, a clearer notion of what lies underneath the idea of Buddhist education and spirituality became clearer and how educational reform based on Western ideals and notions has not taken into account Buddhism and culture as education. This illumination brings new insight and also raises a new question as to the difference between social movements in a Buddhist nation such as Thailand and social movements in the West.
