This toolkit allows him to compare the foreign policy conduct of the EU and the United States in the context of the January 25th, 2011 Revolution in Egypt along three dimensions: ‘norms and identity’, ‘means’ and ‘paradoxes’. These components permit an in-depth analysis of Western norm promotion in the midst of the upheaval, building on a large pool of source documents. The monograph broadens the remit of normative power through its empirical bent, comparative research set-up and focus on a swiftly unfolding revolution/transition complex. In the process, the prevalent discourse of the EU as a benign international actor is subjected to rigorous analytical scrutiny.

In only a decade, Qatari policy-makers - led by the Emir, Sheikh Hamad bin Khalifa Al-Thani, and his prime minister Sheikh Hamad bin Jassim Al-Thani - catapulted Qatar from a sleepy backwater to a regional power with truly international reach. In addition to pursuing an aggressive state-branding strategy with its successful bid for the 2022 FIFA World Cup, Qatar forged a reputation for diplomatic mediation that combined intensely personalized engagement with financial backing and favorable media coverage through the Al-Jazeera. This volume addresses the shortcomings and potential of EU-GCC relations by taking stock of their past evolution and by advancing policy recommendations as to how to revamp this strategic cooperation. In this light, it highlights the areas where greater room for manoeuvre exists in order to enhance EU-GCC relations, discusses the instruments available and sheds light on the features of the regional and international context that are likely to significantly influence the new phase in the mutual relation between the two blocs. The start of the 21st century has seen the world shaken by protests, from the Arab Spring to the Yellow Vests, from the Occupy movement to the social uprisings in Latin America. There are periods in history when large numbers of people have rebelled against the way things are, demanding change, such as in 1848, 1917, and 1968. Today we are living in another time of outrage and discontent, a time that has already produced some of the largest protests in world history. This book analyzes almost three thousand protests that occurred between 2006 and 2020 in 101 countries covering over 93 per cent of the world population. The study focuses on the major demands driving world protests, such as those for real democracy, jobs, public services, social protection, civil rights, global justice, and those against austerity and corruption. It also analyzes who was demonstrating in each protest; what protest methods they used; who the protestors opposed; what was achieved; whether protests were repressed; and trends such as inequality and the rise of women’s and radical right protests. The book concludes that the demands of protestors in most of the protests surveyed are in full accordance with human rights and internationally agreed-upon UN development goals. The book calls for policy-makers to listen and act on these demands.

It argues that the question we need to ask is how security communities work at a time when armed conflicts among states have become significantly less frequent compared to other non-military threats and trans-boundary risks (e.g. terrorism and the adverse effects of climate change). Drawing upon recent advances in practice theory, the book suggests that the emergence and spread of cooperative security practices, ranging from multilateral diplomacy to crisis management, are as important for understanding how security communities work as more traditional confidence-building measures. Using the EU, Spain and Morocco as an in-depth case study, this volume reveals that through the institutionalization of multilateral venues, the EU has provided cooperative frameworks that otherwise would not have been available, and that the de-territorialized notion of security threats has created a new rationale for practical cooperation between Spanish and Moroccan diplomats, armed forces and civilian authorities. Within the broader context, this book provides a mechanism-based framework for studying regional organizations as security community-building institutions, and by utilizing that framework it shows how practice theory can be applied in empirical research to generate novel and thought-provoking results of relevance for the broader field of IR.
