Book excerpt: It is not the purpose of this work to propose a specific format for the settlement of the city's current difficulties with the valley, to resolve the environmental questions associated with Los Angeles's proposed groundwater pumping program, or to promote any cause associated with the developing situation in the Owens Valley. But by performing the essential historical task of separating what happened from what did not, and by distinguishing in this way the choices which have been made from those which have yet to be decided, it is my hope that this effort will help to establish that common basis for understanding which is essential for the debate over specific issues to proceed most effectively. This book, then, is scarcely the last word on the Owens Valley conflict: the final chapter, after all, has yet to be written. The story that has emerged here is at once very different and more troubling than the conventional treatments of the conflict as a simplistic political morality play. Any attempt to deal with so controversial a subject, however, is almost certain to spark controversy itself. For that reason, with the exception of a small collection of private letters, this work is constructed entirely from the published documents and other materials available to the general public, anchoring the narrative in sources the reader can consult to trace the line of my argument on any point with which he or she may disagree. In addition, the work as a whole has been reviewed for technical accuracy by officials of the Los Angeles Department of Water and Power, although the department is in no way responsible for the content of this study or the conclusions drawn from it.

The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in-depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. It promises better integration of multiple sectoral elements, a better transition to greener economies, and sustainable development. However, there appears to be little agreement on its precise meaning, whether it only complements existing environmental governance approaches or how it can be enhanced in national contexts. One current approach to the nexus treats it as a risk and security matter while another treats it within economic rationality addressing externalities across sector. A third perspective acknowledges it as a fundamentally political process requiring negotiation amongst different actors with distinct perceptions, interests, and practices. This perspective highlights the fact that technical solutions for improving coherence within the nexus may have unintended and negative impacts in other policy areas, such as poverty alleviation and education. The Water–Food–Energy Nexus: Power, Politics and Justice lays out the managerial-technical definitions of the nexus and challenges these conceptions by bringing to the forefront the politics of the nexus, around two key dimensions – a dynamic understanding of water–food–energy systems, and a normative positioning around nexus debates, in particular around social justice. The authors argue that a shift in nexus governance is required towards approaches where limits to control are acknowledged, and more reflexive/plural strategies adopted.
