Practically all governments adhere to the idea that GDP growth is a primary economic target, and while criticism of this measure has grown, neither its champions nor its detractors deny its central importance in our political culture. In The Power of a Single Number, Philipp Lepenies recounts the lively history of GDP's political acceptance—and eventual dominance. Locating the origins of GDP measurements in Renaissance England, Lepenies explores the social and political factors that originally hindered its use. It was not until the early 1900s that an ingenuous lone-wolf economist revived and honed GDP's statistical approach. These ideas were then extended by John Maynard Keynes, and a more focused study of national income was born. American economists furthered this work by emphasizing GDP's ties to social well-being, setting the stage for its ascent. It combines a clear theoretical model on this political interaction, with statistical evidence from thirty-nine countries of Europe, Asia, Africa, and North and South America and detailed narratives of country cases. This book differs sharply from most treatments by explaining differences in minority shareholder protections and ownership concentration among countries in terms of the interaction of economic preferences and political institutions. It explores in particular the crucial role of pension plans and financial intermediaries in shaping political preferences for different rules of corporate governance. The countries examined sort into two distinct groups: diffuse shareholding by external investors who pick a board that monitors the managers, and concentrated blockholding by insiders who monitor managers directly. Examining the political coalitions that form among or across management, owners, and workers, the authors find that certain coalitions encourage policies that promote diffuse shareholding, while other coalitions yield blockholding-oriented policies. Political institutions influence the probability of one coalition defeating another.

Revealing what holds Yemen together in such tenuous circumstances, Peripheral Visions shows how citizens form national attachments even in the absence of strong state institutions. Lisa Wedeen, who spent a year and a half in Yemen observing and interviewing its residents, argues that national solidarity in such weak states tends to arise not from attachments to institutions but through both extraordinary events and the ordinary activities of everyday life. Yemenis, for example, regularly gather to chew qat, a leafy drug similar to caffeine, as they engage in wide-ranging and sometimes influential public discussions of even the most divisive political and social issues. These lively debates exemplify Wedeen’s contention that democratic, national, and pious solidarities work as ongoing, performative practices that enact and reproduce a citizenry’s shared points of reference. Ultimately, her skillful evocations of such practices shift attention away from a narrow focus on government institutions and electoral competition and toward the substantive experience of participatory politics.
