In New France, the principal crop in question was wheat, and its production, consumption, exchange, and regulation were matters to which the government devoted sustained attention. Power and Subsistence examines the official measures taken to regulate the grain economy in New France, the frequency and nature of state interventions in the system, and the responses these actions provoked. Drawing on social and political perspectives and methodologies, this book brings rural and agricultural history into conversation with colonial political economy. Louise Dechêne shows that unlike in early eighteenth-century France, where the marketplace dominated and trade was transparent, the grain economy in New France was hypercentralized and government measures were increasingly harsh. Attentive to the conflicts arising between producers, merchants, consumers, and colonial administrators over the allocation of the harvest, Dechêne offers a revealing perspective on the operation of political power in a colonial setting. Some rely on this bread to avoid starvation; for others it is a customary pleasure. Yet despite its ubiquity in accounts of Middle East politics and society, rarely do we consider how bread is prepared, consumed, discussed, and circulated—and what this all represents. With this book, José Ciro Martínez examines khubz 'arabi to unpack the effects of the welfare program that ensures its widespread availability. Drawing on more than a year working as a baker in Amman, Martínez probes the practices that underpin subsidized bread. Following bakers and bureaucrats, he offers an immersive examination of social welfare provision. Martínez argues that the state is best understood as the product of routine practices and actions, through which it becomes a stable truth in the lives of citizens. The concept of power and the role of energy in social organization are crucial and timely concerns, especially in light of the current apprehension about future energy resources. In Energy and Structure, Richard N. Adams argues that social power affects humanity's approach to ecological, economic, and political problems, directing people to seek solutions that are often deceptively shortsighted. Adams, an anthropologist, proposes that social power is directly derived from control over energy processes. He identifies how power and mentalistic structures constitute fundamental determinants that shape the lives of people at all stages of cultural development, forcing them to accept alternatives often far removed from their desires. His central thesis is that the amount of power in any system varies with the amount of control exercised over the environment and that increasing power and control lead to increasing centralization of decision-making, social marginalization, and environmental despoliation. Thus the more highly developed societies, by virtue of their greater controls, are responsible for the greater ultimate subordination and destruction of human potential, as humanity combines technological advances with a growing inability to exercise good judgment with respect to our own survival. Energy and Structure begins with an examination of the basic theory of social power—what it is and how it works. Adams defines and differentiates between the concepts of power and control, authority and legitimacy, power domains and levels. He then examines the underlying metatheory of energetic and mentalistic structures and provides an analytic model of the evolution of power, from the primitive band to modern nations. He predicts the emergence of supranational blocs and discusses other future possibilities. Throughout, his theoretical points are solidly supported by examples drawn from a wide range of cultures.

Earle argues that chiefdoms, being a regional polity with governance over a population of a few thousand to tens of thousands of people, and with some social stratification, possessed the same fundamental dynamics as those of states, and that the origin of states is to be understood in the emergence and development of chiefdoms. His arguments are developed by three case studies-Denmark during the Neolithic and early Bronze Age (2300-1300) BC, the high Andes of Peru from the early chiefdoms through the Inka conquest (AD 500-1534), and Hawai'i from early settlement to its incorporation in the world economy (AD 800-1824). After summarizing the cultural history of the three societies over a thousand years, he considers the sources of chiefly power-the economy, military power and ideology-and how these sources were linked together.

Book excerpt: From the early sixteenth century, thousands of fishermen-traders from Basque, Breton, and Norman ports crossed the Atlantic each year to engage in fishing, whaling, and fur trading, which they regarded as their customary right. In the seventeenth century these rights were challenged as France sought to establish an imperial presence in North America, granting trading privileges to certain individuals and companies to enforce its territorial and maritime claims. Bitter conflicts ensued, precipitating more than two dozen lawsuits in French courts over powers and privileges in New France. In Disputing New France Helen Dewar demonstrates that empire formation in New France and state formation in France were mutually constitutive. Through its exploration of legal suits among privileged trading companies, independent traders, viceroys, and missionaries, this book foregrounds the integral role of French courts in the historical construction of authority in New France and the fluid nature of legal, political, and commercial authority in France itself. State and empire formation converged in the struggle over sea power: control over New France was a means to consolidate maritime authority at home and supervise major Atlantic trade routes. The colony also became part of international experimentations with the chartered company, an innovative Dutch and English instrument adapted by the French to realize particular strategic, political, and maritime objectives. Tracing the developing tools of governance, privilege granting, and capital formation in New France, Disputing New France offers a novel conception of empire – one that is messy and contingent, responding to pressures from within and without, and deeply rooted in metropolitan affairs.
