Book excerpt: Despite the fact that the recent rice policy has been moving to a strategy of self-sufficiency while the status quo of the national rice economy remains ambiguous, Malaysia has made an extreme policy decision to pursue an autarky economy in its rice sector, thus closing borders from the international markets in the future. The goal of this dissertation research is to comprehensively evaluate a deep-rooted rice policy in Malaysia and analyze the holistic impacts of the self-sufficiency and international trade policies at the national and farm-household levels, utilizing economic frameworks. The protectionist policy measures using a Policy Analysis Matrix reveals that Malaysia is not a competitive rice producer since domestic production is unprofitable at the comparable world price level which leads to significant losses without providing subsidies and producer price support by the government. Since a comparable world price is lower, Malaysia has no comparative advantage in rice production, hence the ongoing interventionist policy approach causes inefficient market outcomes as a result of policy distortions. The analysis of spatial, partial equilibrium model indicates pursuing self-sufficiency would effectively punish consumers due to tremendous increase in prices, thus reducing demand for consumption. The government suffers from the self-sufficiency due to substantial requirements on additional subsidies, land inputs, and technological inefficiency which leads to economic losses. With affordability is a key pillar of food security, self-sufficiency policy strategy does not guarantee food security, instead, free trade allows a more food secure economy. These findings are supported by a farm-household model that shows free trade decreases poverty rates by allowing greater rice consumption. Rice farmers would benefit from self-sufficiency, yet losing from the international free trade, without subsidies. The impacts of protectionist, self-sufficiency, and free trade policies are often misconstrued to focus only on the production side protecting rice farmers' livelihoods and welfare. The government must consider the policy effects on the economy as a whole, including farmers' and consumers' welfare, and agricultural economic efficiency. While political economy dominates policy outcomes relative to the goal of economic efficiency, this study provides key insights and empirical measures for non-distortionary policy options and future policy directions.

Empirical evidence from the Trans-Perak Integrated Project, Malaysia is analyzed. Chapter Two describes the social learning Malaysia has undergone, leading to the adoption of a pragmaticapproach to poverty eradication. The mechnaisms adopted by the Trans-Perak project reflect a mixture of the capitalist and socialist types of productionorganization. The project combines small size individually owned lots and a large scale shared estate system. The co-operative, of which project participants become members, has been established and given the duty to undertake farming contracts. The orientation, although commercial conforms to policy directions from the central bureaucracy. These questions are asked: Do the Trans-Perak production organizations help to alleviate poverty? Which system offers potential for a higher income in the long run? How do the farmers and development practitioners perceive the Trans-Perak model?. Estimation of the level of income is undertaken using production records and survey data. Results derived from the production records (which it is argued to be more reliable) reveal that after input and price subsidies are granted, the mean net monthly income under both system is above the poverty level of M $350 (US $112). With subsidy, the project and National Agricultural Policy objectives are fulfilled. Before subsidy however, the income level offered by the individual lot system is as low as M $186, while the estate paddy farming offers the highest income, followed by oil palm and then cocoa. During the loan repayment period the estimates indicate that the difference in income under both system is marginal.Both systems encourage mechanization but it has a lower marginal cost under the estate system. This shows that farm organization and management, specialization of task and separation of ownership are crucial to increasing yield. In the long run, it is the estate system which has the potential to offer higher income and employment all the year round, besides promoting greater inter sectoral linkages. Work in chapter six shows that the project has a flat organizational structure to facilitate control over decision making and design has been reponsive to policy shifts. Staff-participant relations are more formal under the estate system, but the implementation of production organization has transformed farming activities under both systems to be more systematic. A survey involving 196 sample participants, and loosely structured interviews of official and development practitioners are used to seek opinions about the farming systems. Overall, both groups perceived some positive impact from project activities. The land title is most valued by individual lot participants. Their counterparts under the state system value the job security but are nevertheless unhappy about the 'promises of land title'.Lack of off farm jobs and sub-letting of contracts to outsiders are sources of dissatisfaction. The concluding chapter gives a unified account of the study and highlights the contribution of this study to the literature of production organization and rural project management. The virtues of plantation management when applied in the small scale paddy economy seem to have been able to alleviate poverty and transform paddy production into a more commercial orientation.

These countries are net exporters of rice, similar to their more advanced neighbors, Thailand and Vietnam, but their rice sector potential is still largely underutilized. They adopt slightly different approaches to rice sector development in terms of the role of the private sector, openness to foreign direct investments (FDI), and commitment to open trade, yet they all aim to remain competitive on export markets and to leverage this competitiveness for poverty reduction and boosted shared prosperity, while achieving other development outcomes such as better nutrition, climate-smart agriculture, and job creation. Cambodia, Lao PDR, and Myanmar are the 'target countries' of this report, while Thailand and Vietnam are the peers used for comparison and experience-sharing throughout the report. This report presents a summary of main findings, lessons learned, and policy recommendations from these workshops. The spectrum of discussions was broad, depending on the interest of each country to learn specific experiences from other countries or from the region and the world. Most workshops brought together private and public sector representatives to facilitate open dialogue and better integrate private sector objectives into agricultural strategies and policies.
