It concludes that fiscal imbalances and barriers to entry are most binding on long-term growth. Macroeconomic imbalances and related perceived risks affect the nature of investment decisions in Lebanon, in favor of liquid instruments rather than longer-term productive investments. Further, many barriers to entry discourage agents from investing in a number of markets: legal impediments to competition, corruption, and a set of fiscal incentives favoring the allocation of resources to non-tradable sectors, where potential demand and investment opportunities are scarcer. In turn, using a steady-state computable general equilibrium model, the paper assesses the long-term growth impact of a selected set of policy reforms envisaged to lift such constraints. Results suggest that 1 to 2 percentage points of additional GDP growth per year could be gained through public expenditure reform, greater domestic competition, and tax harmonization.

It exploits a wealth of survey and registry data on Syrian refugees living in Jordan and Lebanon to assess their poverty and vulnerability status, understand the predictors of these statuses, evaluate the performance of existing policies toward refugees, and determine the potential for alternative policies. Findings point to a complex situation. In the absence of humanitarian assistance, poverty is extremely high among refugees. Current policies including cash transfers and food vouchers are effective in reducing poverty but they remain short of providing economic inclusion and self-reliance of refugees. A shift toward economic inclusion and self-reliance would require a different humanitarian and development paradigm, one that focuses on growth policies for areas affected by refugees where the target population is constituted by refugees and hosting populations alike. This joint study by the World Bank Group and the United Nations High Commissioner for Refugees helps bridge the historical divide between humanitarian and development work by providing practical solutions for assisting refugees in the short, medium and long-term and to prevent the irreversible loss of social and human capital typically associated with prolonged refugee crises.

The needed containment of primary public expenditures should be understood as a transition to restore fiscal sustainability and enhance growth prospects. This Public Expenditure Review aims to assist Lebanon in its fiscal stabilization effort. The containment of public expenditures could entail painful choices, which will first require an analysis to identify where spending pressures lie (e.g., contingent liabilities, social sectors), and how to address them. And ideally, eliminating non productive spending should replace containment as the main instrument of adjustment. The report seeks to identify what critical and realistic short and longer term measures can be implemented to achieve this objective. The report is organized as follows. Chapter 1 provides the macro-economic framework and discusses the need for fiscal adjustment. Chapter 2 looks for possibilities to contain primary expenditures in the next five years. Chapter 3 reviews the efficiency for current social expenditures, and explores ways to improve their efficiency with the view to improving support for human development during the ordinary course o f the economy and preventing human capital deterioration during any possible economic crisis. Finally, Chapter 4 discusses options to improve civil service and move towards performance budgeting in the medium-to-long run.

Book excerpt: This policy note reviews the current determinants of gross domestic product growth in Lebanon, and proposes a strategy to accelerate such growth in the years to come. Emigration and macro-economic trends will require urgent attention to foster growth. In the absence of job opportunities, half of each Lebanese generation eventually emigrates while another fourth stays idle. Lebanon's active population is aging, its human capital is eroding, and its resident population is aging. To reverse these trends, growth needs to be accelerated to meet Lebanese economic expectations. Reviewing various possible constraints, the note concludes that fiscal imbalances and barriers to entry are most binding to economic growth. A pro-growth strategy could be articulated around fiscal stabilization and reducing barriers to investment. If synonymous with structural reforms in the pension, civil service and energy sectors, fiscal stabilization could even bring significant growth rewards, which are estimated at 0.4-0.5 percentage points of additional real GDP growth per year.

Book excerpt: This 2019 Article IV Consultation with Lebanon highlights that Lebanon’s economic position continues to be very difficult, with very low growth, high public debt and large twin deficits. While financial stability has been maintained, deposit inflows, critical to finance the budget and external deficits, slowed down during the past year, reducing the authorities’ room for manoeuvre. The new government has taken some important policy steps to start the needed policy adjustment, which could help raise confidence among investors and donors. The highest priority is the implementation of a sustainable fiscal adjustment that will bend down the path of the public debt-to-gross domestic product ratio through a combination of revenue and expenditure measures. This needs to be complemented by structural reforms and concessionally financed investment to raise Lebanon’s growth potential and help external adjustment, as well as policies to build further buffers in Lebanon’s financial sector. Structural reforms should prioritize reforming the electricity sector, removing impediments to and lowering the cost of doing business, as well as improving governance and reducing corruption.
