Book excerpt: In the last few decades, most of developing countries have witnessed an accelerating spread in poverty. The majority of individuals or households are becoming unable to satisfy even their basic needs. The main objective of this book is to explain the causes and effects of rural poverty, and how it can be eradicated. El- Zedab rural areas have been taken as a case study. The author uses policy analysis as a perspective. The analysis gives more concentrations on the sustainable human development policies that have been ignoring the rural poor and marginalizing the subsistence agriculture, the main source of living in the rural areas. These biased development policies against the rural population have failed to invest sufficiently in the rural areas. As a result, the gap between urban and rural areas has been increasing, and deterioration in education and health care, which let most of the rural populations migrate to urban cities searching for better living. This book therefore, provides the factors underling rural poverty and may help in stimulating further research about the causes and consequences of poverty amongst rural population, so that it can be adequately addressed.

Agricultural trade was already slowing in 2019 before the virus struck, weighed down by trade tensions, and decelerating economic growth. The spread of the virus and strict quarantine measures trigger economic decline that results in food prices rises and volatilities. Due to the pandemic, nearly all regions will suffer double-digit decline in trade volumes 2020. The virus will be defeated, but the effects of the protectionism outbreak would have a much longer-lasting impact on agricultural production, international supply chains, and food security worldwide. In this publication, the authors probe into many of the choices that link national, regional, and global policies extensively with the provision of food security for all in the new era of post-virus global trade. Since studying global agricultural trade has a multinational application, its outcomes might be shared with a broad international network of stakeholders, including research institutions, universities, and individual researches. For sustainable poverty reducing growth, it is critical to examine household asset portfolios and understand how assets interact with the context to influence the selection of livelihood strategies, which in turn determine well-being. Policy reforms can change the context and income-generating potential of assets. Investments can add new assets or increase the efficiency of existing household assets, and also improve households' risk management capacity to protect assets. After all is said and done, a household's asset portfolio will determine whether growth and poverty reduction can be achieved and sustained over time. The asset-based framework is amendable to different analytical techniques. Siegel suggests combining quantitative and qualitative spatial and household level analyses (and linked spatial and household level analyses) to deepen understanding of the complex relationships between assets, context, livelihood strategies, and well-being outcomes. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each devoted to one of the 17 SDGs. This volume addresses SDG 2, namely "End hunger, achieve food security and improved nutrition and promote sustainable agriculture" and contains the description of a range of related terms, to allow for a better understanding and foster knowledge. Our planet produces enough food to feed everyone. Malnutrition and hunger are the result of inappropriate food production processes, bad governance and injustice. SDG 2 seeks to guarantee quality and nutritious food to ensure healthy life by adopting a holistic approach that involves various actions targeting different actors, technologies, policies and programs. These initiatives have to face challenges coming from extensive environmental degradation, loss of biodiversity and the interrelated effects of climate change. Extreme poverty is primarily a rural phenomenon, with 80 percent of the extreme poor living in rural areas, across greatly diverse rural landscapes. Despite great progress in poverty reduction, the standard of living of the poorest of the poor has remained almost unchanged in the past 35 years, signaling that a huge gap in policy making and programmatic approaches are leaving them behind. FAO has established a Corporate Framework on Rural Extreme Poverty to orient and bring to bear the relevant work of the Organization towards reaching Target 1.1 of the SDGs. Eliminating extreme poverty is directly linked to eliminating hunger (SDG 2), as well as other SDGs. When the extreme poor have means to a better life, they no longer suffer from hunger and can invest in a better future for their families and communities. The Framework reinforces the application of other Corporate Frameworks, particularly those related to gender equality, social protection, sustaining peace, and migration. This makes the Framework applicable to many areas of FAO’s work, accelerating efforts to eliminate extreme poverty in rural areas. The Framework identifies four key areas to reach the rural extreme poor: ensuring food security and nutrition, promoting economic inclusion, fostering environmentally sustainable and resilient livelihoods and preventing and protecting the extreme poor against risks and shocks. To ensure its ability to eradicate rural extreme poverty, the Framework establishes the following five deliverables: 1. Better align the areas of FAO’s mandate into global and national actions to eradicate extreme poverty. 2. Increased capacity to reach the extreme poor by undertaking poverty analysis 3. Develop dedicated and integrated approaches for the rural extreme poor. 4. Ensure that FAO’s actions do not create poverty. 5. Account for FAO’s contribution to SDG 1, and in particular, to Target 1.1.

Book excerpt: South Africa has signed the Sustainable Development Goals (SDGs) and placed poverty and inequality reduction at the forefront of its National Development Plan. This study links a nonparametric income distribution (micro) simulation model and an economywide general equilibrium (macro) model to define the milestones South Africa must meet to halve poverty and end hunger by 2030 as targeted by the SDGs. The current economic growth of 2.0 percent on average annually must be accelerated to 4.5 percent between 2015 and 2030 to achieve the SDGs on poverty and hunger. Although an income growth strategy is important to reduce hunger, an income redistribution strategy of expanding social assistance to cover 10 percent of the population—that is, nearly 7 million persons—appears to be a key to ending hunger by 2030. Rural areas should be targeted for intervention to reduce income inequality. Skilled and high-skilled labor markets offer better employment and earning opportunities in these geographic areas than do the markets for other skill levels. Thus, skill development programs in these areas are likely to contribute to meeting the SDGs on poverty and hunger by 2030.

With a fifth, mainly from the rural areas of the world, living below the poverty datum line, the world has a huge challenge to reduce poverty, worse still to eradicate it from the face of the earth. A target was set through the 2000-2015 United Nations (UN) Millennium Development Goals (MDGs) and subsequently through the Sustainable Development Goals (SDGs), to reduce poverty by at least half by the years 2015 and 2030 respectively. In pursuing this goal, livelihoods of poor people though meeting with serious challenges, especially in rural areas, play a major role. This book explores the role played by people-centred Public Works Programmes in the fight against poverty and the development of rural communities in Africa. Whereas a number of countries in Africa have been approaching the issue of poverty through several interventions including Public Works Schemes, it is sad to note that poverty still tops the rankings among numerous economic and social challenges facing the continent. One wonders whether the public works strategy is misguided, misconstrued or mismanaged considering that its main objective is to make the unemployed more employable through the provision of temporary employment and training opportunities. The book concludes that Public Works Programmes, if well managed and people-centred, are one of the best ways to alleviate and even eradicate poverty in rural Africa, as it allows governments to make partnership with people, and facilitates implementation while giving space for economic self-sustenance, growth and development.
