The report is in seven sections. Following an introduction, chapter 2 reveals the dimensions of poverty within Colombia, while chapter 3 reviews the Government's action program. The approach to nutrition intervention is discussed in chapter 4 while chapter 5 discusses and makes recommendations for strengthening the health system. The efforts toward meeting the shelter needs of the poor are reviewed in chapter 6, and finally, the basic education program is discussed in chapter seven. Annexes provide a review of social programs under previous administrations and the evolution of the war on poverty.

This study also aims to explore what the media report about the support given by Colombia to Venezuelan refugees. Furthermore, the research report investigates how the media describe the socio-economic situation of the Venezuelan refugees in Colombia and how poverty impacts their living conditions. The media analysed in this research report suggest that according to the media newly arrived Venezuelan refugees in Colombia face extreme poverty. But the media also suggest that over time these people can improve their living conditions. However, in the process of adaptation in Colombia, these refugees face the economic poverty of Colombia, unemployment, discrimination, health problems and violence experienced by Colombia for 60 years. The media describe these issues as factors that impact the living conditions of these people in Colombia.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
