Book Can Local Institutions Reduce Poverty

Download or read book Can Local Institutions Reduce Poverty written by Paula Donnelly-Roark and published by World Bank Publications. This book was released on 2001 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The authors present evidence that in Burkina Faso certain high-performing local institutions contribute to equitable economic development. They link reduced levels of poverty and inequality to a high degree of internal village organization. The structure of these high-performing local organizations means they can exist in a number of African countries because they depend more on internal participation rather than on any one country's cultural assets.

Available in PDF, EPUB and Kindle. Book excerpt: This paper discusses various economic development documents of Burkina Faso. Economic Development Documents are prepared by member countries in broad consultation with stakeholders and development partners. They describe countries’ macroeconomic, structural, and social policies in support of growth and poverty reduction, as well as associated external financing needs and major sources of financing. The aim of the 2016–2020 National Plan for Economic and Social Development (PNDES) is to structurally transform the Burkinabè economy to generate strong, sustainable, resilient, and inclusive growth in order to create decent jobs for all and improve social well-being. As a national benchmark, the plan aims to achieve cumulative growth of per capita income to reduce poverty and meet the population’s basic needs within a fair and sustainable social framework. During the entire PNDES implementation phase, measures will be taken to improve the quality of institutions and strengthen the governance and the availability of qualified human resources to meet the economy’s structural transformation needs.

The regional integration dynamics was considered as an action variable that allowed Burkina Faso to better insert itself into the global economy. The major quantitative objectives of the revised PRSP are to increase per capita GDP by at least 4 percent starting in 2004, to reduce the incidence of poverty to less than 35 percent by 2015, and to increase life expectancy to at least 60 years by 2015. Burkina Faso’s performance regarding the implementation of the macroeconomic program remains overall satisfactory.

Real GDP growth is higher than estimated owing to substantially higher than projected agricultural production. Burkina Faso continues to depend heavily on external assistance and on cotton exports, and is highly vulnerable to terms-of-trade fluctuations and the volatility of aid flows. The government’s continued resolve to strengthen transparency in public finance management, promote good governance, and combat corruption has been commended. The poverty reduction strategy program should take account of the revised macroeconomic framework.

The program remains broadly on track. The economic downturn of 2000 trailed into the first half of 2001. All of the end-June and end-September 2001 quantitative and structural performance criteria, benchmarks, and indicators were met, except for the indicator on current government revenue. Real GDP for 2001 is projected to grow by 6.2 percent on the basis of a rebound in agricultural output.

Available in PDF, EPUB and Kindle. Book excerpt: Progress toward growth objectives suffered from exogenous shocks. A substantial improvement was observed in certain social indicators, particularly in the health and education sectors. The Poverty Reduction Strategy Paper (PRSP) is reputed to be a framework for convergence of all interventions in Burkina Faso. The priority program should be extended to sectors that will have a clear impact on poverty. For successful implementation of the PRSP, it is important to emphasize the formulation of sectoral policies and to implement a national capacity-building plan.

Book Poverty impacts of food price increases in Burkina Faso

Download or read book Poverty impacts of food price increases in Burkina Faso written by Minot, Nicholas and published by Intl Food Policy Res Inst. This book was released on 2023-09-05 with total page 9 pages. Available in PDF, EPUB and Kindle. Book excerpt: The prices of many agricultural commodities, including many staple grains, started to increase in mid-2020 partly due to supply chain bottlenecks associated with the outbreak of Covid-19. The invasion of Ukraine by Russia in February 2022 caused an additional spike in commodity prices, particularly wheat and maize. This brief estimates the impact of these price increases on poverty in Burkina Faso. It is part of a series of six such briefs that estimate the poverty impact of higher world prices for staple grains. The other briefs cover Kenya, Ethiopia, Niger, Nigeria, and Mali (see Minot and Martin, 2023a and 2023b; Martin and Minot, 2023a, 2023b, and 2023c). We use the same approach in all six country studies. The analysis starts by exploring the effect of the rise in international grain prices on the real price of selected grains in the domestic markets of the country. Next, we estimate the impact of the changes in domestic grain prices on the real income of each household in a nationally representative survey, taking into account the importance of the commodities in consumption and as a source of income for each household. Finally, changes in headcount poverty (the share of people living below the poverty line) are estimated based on the changes in real income for each household in the sample. We focus on the prices of maize, wheat, and sorghum for reasons discussed below. The methods are described in more detail in a method brief.

Book Accelerating Poverty Reduction in Africa

Download or read book Accelerating Poverty Reduction in Africa written by Kathleen Beegle and published by World Bank Publications. This book was released on 2019-10-09 with total page 451 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sub-Saharan Africa's turnaround over the past couple of decades has been dramatic. After many years in decline, the continent's economy picked up in the mid-1990s. Along with this macroeconomic growth, people became healthier, many more youngsters attended schools, and the rate of extreme poverty declined from 54 percent in 1990 to 41 percent in 2015. Political and social freedoms expanded, and gender equality advanced. Conflict in the region also subsided, although it still claims thousands of civilian lives in some countries and still drives pressing numbers of displaced persons. Despite Africa’s widespread economic and social welfare accomplishments, the region’s challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa. Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable—that is, what it will take to increase their earnings. Finally, it presents a road map for financing the poverty and development agenda.

Download or read book Burkina Faso Poverty Reduction Strategy Paper written by International Monetary Fund and published by INTERNATIONAL MONETARY FUND. This book was released on 2005-09-15 with total page 131 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Poverty Reduction Strategy Paper (PRSP) on Burkina Faso explains economic growth and persistence. The government intends to strengthen the foundations of macroeconomic and financial stability, and enhance competitiveness in promising sectors. Success in meeting the expected objectives of economic growth hinges on the adoption of a competitive strategy for the national economy and a refocusing of economic policies toward better-targeted actions to guarantee a better impact on beneficiary populations. Regarding improvements to the participatory process, actions were undertaken to deepen dialogue and strengthen the coordination of interventions.

Book excerpt: This Joint Staff Advisory Note reviews the sixth annual progress report (APR) on the implementation of Burkina Faso’s Poverty Reduction Strategy (PRS). The APR notes that poverty has been further reduced to an estimated 42 percent in 2005 from an estimated 54 percent in 1998. Poverty declined owing mostly to a reduction in the incidence of rural poverty. The APR also informs about progress made regarding access to basic services, employment opportunities for the poor, and improved governance.

Book Poverty in a Rising Africa

Download or read book Poverty in a Rising Africa written by Kathleen Beegle and published by World Bank Publications. This book was released on 2016-03-10 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: Perceptions of Africa have changed dramatically. Viewed as a continent of wars, famines and entrenched poverty in the late 1990s, there is now a focus on “Africa rising†? and an “African 21st century.†? Two decades of unprecedented economic growth in Africa should have brought substantial improvements in well-being. Whether or not they did, remains unclear given the poor quality of the data, the nature of the growth process (especially the role of natural resources), conflicts that affect part of the region, and high population growth. Poverty in a Rising Africa documents the data challenges and systematically reviews the evidence on poverty from monetary and nonmonetary perspectives, as well as a focus on dimensions of inequality. Chapter 1 maps out the availability and quality of the data needed to track monetary poverty, reflects on the governance and political processes that underpin the current situation with respect to data production, and describes some approaches to addressing the data gaps. Chapter 2 evaluates the robustness of the estimates of poverty in Africa. It concludes that poverty reduction in Africa may be slightly greater than traditional estimates suggest, although even the most optimistic estimates of poverty reduction imply that more people lived in poverty in 2012 than in 1990. A broad-stroke profile of poverty and trends in poverty in the region is presented. Chapter 3 broadens the view of poverty by considering nonmonetary dimensions of well-being, such as education, health, and freedom, using Sen's (1985) capabilities and functioning approach. While progress has been made in a number of these areas, levels remain stubbornly low. Chapter 4 reviews the evidence on inequality in Africa. It looks not only at patterns of monetary inequality in Africa but also other dimensions, including inequality of opportunity, intergenerational mobility in occupation and education, and extreme wealth in Africa.
