Book excerpt: This book examines the effects of high and volatile food prices during 2007-08 on low-income farmers and consumers in developing, transition, and industrialized countries. Previous studies of this crisis have mostly used models to estimate the likely impacts. This volume includes actual evidence from the field as to how higher prices affected access to food and farm income among poor people. In addition to country and regional case studies, the book presents discussions of cross-cutting themes, including gender, risk management, violence, the importance of subsistence farming as a coping strategy, and the role of governments and markets in addressing higher prices. With 2011 witnessing an unprecedentedly high level of food prices, the findings and policy recommendations presented here should prove useful to both scholars and policy makers in understanding the causes and consequences, as well as the policies needed to ensure food security in light of the skyrocketing cost of food. This book was published as a special double issue of Development in Practice.

Book excerpt: In developing countries, all too often policies formulated in response to high food prices are inspired by ideology instead of evidence-based policy research. We look at the immediate effects of these shocks faced by households in Uganda on their poverty and well-being. In addition, we look at the economywide impact in the long run when all markets have settled at a new equilibrium. We find that in the short run, poverty has increased substantially. However, in the longer run, we find welfare levels of rural farm households in particular to rise sharply, primarily as a result of increased returns to farm labor and agricultural land coupled with improved market prices for output sold. These results call for policies that aim to protect the most vulnerable against high food prices and extreme volatility in the short run, without eliminating the incentives of steadily rising commodity prices for longer-run structural agricultural development.

Book excerpt: Since Amartya Sen’s famous work on Poverty and Famines, economists have understood that policy responses to food market shocks should be guided by changes in households’ incomes and access to food, rather than by overall food availability. Perhaps because the household-level impacts are not directly observable, many policy makers have continued to rely on availability-oriented policies such as export bans. In the Zambia case considered in this paper, export bans imposed in response to an El Niño event exacerbated the poverty problems resulting from the output shock. The combination of household-level data and crop models used in this paper allows us to assess the impacts of weather and price shocks at the household level, and hence to evaluate the suitability of availability-based policies for dealing with weather shocks. These analytical techniques are also useful in identifying the households and regions adversely affected by food output shocks, and hence in designing policies to improve poor consumers’ access to food.

Book excerpt: The prices of many agricultural commodities, including many staple grains, started to increase in mid-2020 partly due to supply chain bottlenecks associated with the outbreak of Covid-19. The invasion of Ukraine by Russia in February 2022 caused an additional spike in commodity prices, particularly wheat and maize. This brief estimates the impact of these price increases on poverty in Burkina Faso. It is part of a series of six such briefs that estimate the poverty impact of higher world prices for staple grains. The other briefs cover Kenya, Ethiopia, Niger, Nigeria, and Mali (see Minot and Martin, 2023a and 2023b; Martin and Minot, 2023a, 2023b, and 2023c). We use the same approach in all six country studies. The analysis starts by exploring the effect of the rise in international grain prices on the real price of selected grains in the domestic markets of the country. Next, we estimate the impact of the changes in domestic grain prices on the real income of each household in a nationally representative survey, taking into account the importance of the commodities in consumption and as a source of income for each household. Finally, changes in headcount poverty (the share of people living below the poverty line) are estimated based on the changes in real income for each household in the sample. We focus on the prices of maize, wheat, and sorghum for reasons discussed below. The methods are described in more detail in a method brief.

The use of cross-country panel data allows us to adopt a global prospective on the identification of the macroeconomic determinants of food insecurity. Income shocks are the most relevant driver of food insecurity, displaying high elasticities at the early stages of economic development. The role of food price shocks is more limited. Social protection has a direct effect and mitigates the impact of income shocks. Effects are highly heterogeneous across a range of structural characteristics of the economy, highlighting the role of distributional aspects and of food import dependency.

This prompted a wave of research to better understand the effect of these price changes on income and poverty in low-income countries. IFPRI carried out a set of country studies to explore the poverty impact of higher staple grain prices on six countries in sub-Saharan Africa: Mali, Burkina Faso, Niger, Nigeria, Kenya, and Ethiopia (see Martin and Minot, 2023a, 2023b, and 2023c and Minot and Martin, 2023a, 2023b, and 2023c). Book excerpt: The recent spikes of global food prices induced a rapid increase in mass media coverage, public policy attention, and donor funding for food security, and for agriculture and rural poverty. This has occurred while the shift from "low" to "high" food prices has induced a shift in (demographic or social) "location" of the hunger and poverty effects, but the total number of undernourished and poor people have declined over the same period. We discuss whether the observed pattern can be explained by the presence of a "global urban bias" on agriculture and food policy in developing countries, and whether this "global urban bias" may actually benefit poor farmers. We argue that the food price spikes appear to have succeeded where others have failed in the past: to move the problems of poor and hungry farmers to the top of the policy agenda and to induce development and donor strategies to help them.

Book excerpt: Abstract: In many poor countries, the recent increases in prices of staple foods raise the real incomes of those selling food, many of whom are relatively poor, while hurting net food consumers, many of whom are also relatively poor. The impacts on poverty will certainly be very diverse, but the average impact on poverty depends upon the balance between these two effects, and can only be determined by looking at real-world data. Results using household data for ten observations on nine low-income countries show that the short-run impacts of higher staple food prices on poverty differ considerably by commodity and by country, but, that poverty increases are much more frequent, and larger, than poverty reductions. The recent large increases in food prices appear likely to raise overall poverty in low income countries substantially.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
