We use the micro data from Thailand for 1976-1996. The compositional changes across these characteristics account for half of the Thai inequality increase and forty percent of the Thai growth and poverty reduction. Financial deepening and educational expansion contributed to increasing inequality while occupational transformation contributed to poverty alleviation. The changes in income gaps across the income-status groups, that is, divergence and then convergence, give rise to inverted-U inequality dynamics. These two growth-related components of inequality dynamics, composition and income-gap dynamics, explain virtually all the change in overall inequality, except its initial rise. Thus, inequality dynamics can be viewed as integral part of wider process of growth as Kuznets speculated.

This study shows a growing income inequality between different groups of the Thai population. However, the country's poverty levels, whether expressed as a percent of the total population or in absolute terms, have reduced significantly. These contrasting results are explained by two main factors: natural resource endowments and the effects of government policies on income distribution. Growth patterns and income structures in each region, especially in the agricultural sector, are primarily determined by natural resource endowments. These regional and sectoral endowments are either strengthened or weakened by government policies. Among these policies, the economic and social development plans have a great impact on income distribution. As the Thai economy has matured, the government is now attempting to both reduce poverty and narrow the income gap.

We attempt to figure out if Thai tax system is pro poor or rich (i.e. progressive or regressive) among the various tax types on the five quintile income groups. This paper is used to ascertain which income group tend to pay more of their incomes as taxes. The paper also explores the relationship between tax incidence and poverty reduction on the one hand and indicators of access to education and health services and social outcomes on the other using simple measures of association. We conclude that based on the results of the tax system, the income distribution of Thai households became more equal on individual income tax, implying a gradual effort to bridge the income gap between the rich and the poor in Thailand. A pre-tax Gini coefficient of 0.3056 saw a marginal improvement, leading to a post-tax Gini coefficient of 0.2862 on post-tax (IIT), implying the situation on post-tax individual income shows an attempt by Thai government to have equality in individual incomes, and thereby bridging the income gaps. In general, the total post-tax coefficient ended at 0.3085 indicating, though efforts are being put in place by government to enhance the income situation of the poor, the effort according to our empirical results is marginal and have even worsened the income disparity situation by increasing income inequality to another level. The result confirms the distribution of income of Thai households became more unequal, and an indicative of a tax regime which is regressive at the end. We therefore make a number of policy recommendations on the ensuing situation.

This paper seeks to investigate inequality by employing a regression-based decomposition method developed by Fields (2002). Instead of following prior work that explores household income, I choose to examine a major, if not the most important, component of household income -- wage -- because wage rates are much more precisely reported and measured. Using a dataset derived from the Thai Labor Force Surveys (1985, 1995 and 2005) and focusing on workers in the manufacturing sector, I find that in 1985, education, experience, and minimum wage zone were the three major factors influencing wage inequality. In 1995 and 2005, “occupation” replacing experience became another factor that had a substantial impact on inequality. An investigation into how wage inequality evolved over time using the Gini coefficient reveals that inequality increased from 1985 to 1995, but decreased from 1995 to 2005. Exploring which factors contributed such changes, I find that education, occupation, minimum wage zone, and urbanization played a key role in the increase in wage inequality during 1985-1995. The decrease in the Gini coefficient and wage inequality during 1995-2005, on the other hand, can be largely explained by education, urbanization, occupation, and domestic expenditure. Although education is the most important factor explaining the inequality in this paper, however; its impact on the inequality depends upon the level of education. In all study periods, elementary and lower secondary education reduced inequality, while any other education level such as postgraduate education worsened inequality. These empirical results provide some useful insights into how governments may prioritize their budgets so as to effectively tackle inequality.

This paper reviews the theoretical and empirical literature on the complex links between growth, inequality, and poverty, with causation going in both directions. The evidence suggests that growth can be effective in reducing poverty, but its impact on inequality is ambiguous and depends on the underlying sources of growth. The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.
