This increase is due to a rise in market income inequality that was compounded by a reduction in fiscal redistribution. The redistributive role of direct taxation has declined with the introduction of a flat tax and social spending is relatively low and decreasing (as a share of GDP), is concentrated on a few social risks, and experienced a decline in its redistributive efficiency. The COVID-19 crisis is likely to deepen income inequality, increasing the room for redistributive policies.

Focusing on countries-in-transition belonging to the former Soviet bloc where the existence of poverty was officially denied until the collapse of the Soviet Union, this volume examines the ways in which each country is dealing with its newly acknowledged and rapidly increasing poverty. The transition from socialism to democracy and market economies has proved more difficult and costly than anyone imagined. Comprehensive reform is needed, focusing on pensions, unemployment benefits, child allowances, and social assistance.Using data from the 1992 Bulgarian household budget survey, Hassan and Peters analyze the structure of income in Bulgaria, identifying who the poor are and how they are reached by the social safety net. Their main findings about household incomes:- Social transfers provide an extremely large component - 24 percent - of household income per capita. That is roughly on a par with the share in other Eastern European countries but more than 40 percent higher than the share in OECD countries.- Wage earnings have declined as a source of income, reflecting the contraction of the state sector. Wage income as a share of income in Bulgaria has declined to only half the OECD level.- Income from self-employment has increased, reflecting the surge in small-scale retail establishments.- Income is considerably less concentrated in Bulgaria than in other lower-middle-income countries.The authors' main findings about the poor (the bottom 20 percent in terms of household income):The head of household in a poor home tends to be older, a woman, poorly educated, and unemployed. Poor households are not necessarily larger households in Bulgaria, unlike in other developing countries.The sources of income in poor Bulgarian households reflect other findings:- The poor depend for more than half their income on social benefits (especially pensions), indicating the importance of the social safety net.- The social safety net is not well targeted. Most social benefits are pro-poor, in the sense that they improve income distribution, but many benefits accrue to better-off households. There is substantial scope for better distribution of income.Hassan and Peters conclude that comprehensive reform of social benefits is needed, focusing on pensions, unemployment benefits, child allowances, and social assistance.This paper - a product of the Country Operations Division, Europe and Central Asia, Country Department I - is part of a larger effort in the department to analyze the social dimensions of stabilization and adjustment.

Book excerpt: Declining incomes and growing income inequality have led to a rise in poverty in the transition economies of Eastern Europe and the former Soviet Union. This study examines poverty and social assistance in six countries - Bulgaria, Hungary, Poland, Estonia, Russia, and Kyrgyz Republic - to compare the poverty profiles and the correlates of poverty between the two regions. The study finds that the profile of poverty is more sharply defined in Eastern Europe than in the former Soviet Union, where poverty is more widespread. This holds the potential for better targeting of social assistance in Eastern Europe, and the study proposes a novel two-step approach to identify the poor.

This report fills key gaps in the understanding of the state of welfare in Bulgaria and its future trends. It provides an assessment of changes in living standards since 2003, a period of sustained robust growth and intensive reform efforts leading to successful EU accession, and the current profile of the poor. The report quantifies the level of deprivation and the gains in poverty reduction and overall welfare improvements in different segments of Bulgaria's population. The study aims to support policy discourse on poverty reduction and strengthening of social protection by providing a robust assessment of living conditions among various individual, household, geographic, and socioeconomic groups and of the actual and likely future effectiveness of current poverty reduction policies. The report is organized as follows. Section two examines welfare trends between 2003 and 2007, decomposes changes in poverty, and links poverty outcomes to growth. In section three, the poverty profile is presented based on the results of the 2007 Multitopic Household Survey (MTHS) data. Correlates and determinants of consumption expenditures are presented in section four. Annex A provides a detailed account of the concept of poverty and the methodology used for measuring poverty in this report. Annex B presents supplementary data.

Bulgaria’s GDP has grown substantially since economic and financial stabilization in 1997. The global economic crisis had a major effect on Bulgarian growth and employment. After falling by 51⁄2 percent in 2009, real GDP has grown at a low rate, and by 2012 real GDP was still 3 percent short of its 2008 level. However, employment growth was negative during 2009–2012, and the first small uptick occurred only in 2013.
