With Millennium Development Goals (MDGs), the international community committed for the first time as a whole to an expanded vision of poverty reduction and pro-poor growth, one that vigorously places human development at the center of social and economic progress in all countries. The MDGs also recognized the importance of creating a global; partnership for change. The Sustainable Development Goals (SDGs), launched in 2015 over another 15 years long period, aimed at building on the efforts of the MDGs in the same perspective. That ending poverty must go hand in hand with strategies that build economic growth and at the same time addresses a range of social needs including education, health, social protection and creation of job opportunities. Barriers and Opportunities at the Base of the Pyramid - The Role of the Private Sector in Inclusive Development, Over the years, the state has been bearing the major responsibility for human resource development in many third world countries, just as developed countries benefitting of a welfare state. But this trend is changing. Since the beginning of the 21st century, private institutions and organizations have gradually started playing a major role in human resource development, in particular through their engagement in the education sector. The goal of this research, therefore, is to demonstrate the role of private institutions in human resource development in developing countries and how such contribu-tions may be enhanced, the role of private institutions with regards to MDGs and SDGs, notably through strategic partnerships with public institutions and other private organizations.

It focuses on three institutional subsystems within the larger South African social system that play an important role in developing human resources, namely: * the youth labour market * the world if work with its associated enterprise training system * the national system of science and innovation The analysis shows how, ion the current South African context, contradiction and incoherence characterise the interaction between institutions in each of these three subsystems. The book also argues that the skills problem is not located only at the high-skills end but also in intermediate- and low-skill needs. Each of these skill bands are experiencing severe HRD problems which require urgent resolution. The author argues that solutions to these problems lie in cross-sect oral governmental policy co-ordination and implementation and that in the absence of such" joined-up" action, HRD problems will continue to fall between the discrete mandates of separate government departments.

Book excerpt: The study of poverty dynamics is important for effective poverty alleviation policies because the changes in income poverty are also accompanied by changes in socioeconomic factors such as literacy, gender parity in school, health care, infant mortality, and asset holdings. In order to examine the dynamics of poverty, information from 1,212 households in 32 rural villages in Bangladesh was collected in December 2004 and December 2009. This book reports the analytical results from quantitative and qualitative surveys from the same households at two points of time, which yielded the panel data for understanding the changes in situations of poverty. Efforts have been made to include the most recent research from diverse disciplines including economics, statistics, anthropology, education, health care, and vulnerability study. Specifically, findings from logistic regression analysis, polychoric principal component analysis, kernel density function, income mobility with the help of the Markov chain model, and child nutrition status from anthropometric measures have been presented. Asset holdings and liabilities of the chronically poor as well as those of three other economic groups (the descending non-poor, the ascending poor, and the non-poor) are analyzed statistically. The degrees of vulnerability to poverty are examined by years of schooling, landholding size, gender of household head, social capital, and occupation. The multiple logistic regression model was used to identify important risk factors for a household’s vulnerability. In 2009, some of the basic characteristics of the chronically poor were: higher percentage and number of female-headed households, higher dependency ratio, lower levels of education, fewer years of schooling, and limited employment. There was a low degree of mobility of households from one poverty status to another in the period 2004-2009, implying that the process of economic development and high economic growth in the macroeconomy during this time failed to improve the poverty situation in rural Bangladesh.

Virtually all of this increase will be in developing countries, the bulk of it in urban areas. In these countries 2.5 billion to 3 billion people now live less than $2 a day. The core challenge for development is to ensure productive work and a better quality of life for all these people. This, ultimately require substantial increase in productivity and incomes in developing countries. Scholars like Myrdal, Amartya Sen and Mahbub-ul-Haq have1 generated an interest among economists in understanding the dynamics and economics of poverty in South-east Asian and African countries. In these volumes no less than 45 economists have contributed their papers on a single theme Poverty and Sustainable Development . They have examined macro-and microscopically various issues related with poverty among Third World nations, degree of success attained by Govt. launched poverty alleviation schemes, ecological concerns and development, human resource development and utilization, natural resources utlization, agricultural investment and drawbacks, role of Govt. and NGOs in poverty alleviation etc. Some have even tried to understand the dynamics and economics of poverty through studying poverty in BIMARU and North-eastern States of India. Some have provided meaninful suggestions and ways to tackle the poverty and provide sustainable development.

The new public management reforms which started in South Asia from Sri Lanka taking the initiative in 1977–78 have been a decisive break from the previously practised State driven protectionist system. Investment in the region has been rising and even per capita income has shown some increase, yet the state has not been able to lead these reforms appropriately and efficiently. Thus poverty has not been reduced, ordinary people continue to languish under government programmes and the socially excluded remain outside the mainstream decision making bodies. Governance in South Asia faces the single most important challenge of poverty reduction which continues to blunt and disfigure capacity, self esteem and service delivery system to the poor. This book attempts to bring out microlevel studies from many regions in South Asia to address issues of entrepreneurship, knowledge and professionalism. As an initiator of the idea on developing a critique to the straightjacketed ‘best practice’ research, this book questions the standard practice in evaluating administrative reforms as not being the true base for knowledge. Administrators need to balance capacity and control in every implementation programme. Confining to the knowledge of ‘best practices’ may conceal enormous amount of information from the ‘less than best’ practices which may be necessary to sustain good initiatives of public managers.
