The favorable evolution of these variables played an important role in the region’s apparent postreform recovery of 1995–97. Viewed as a continent of wars, famines and entrenched poverty in the late 1990s, there is now a focus on “Africa rising†? and an “African 21st century.†? Two decades of unprecedented economic growth in Africa should have brought substantial improvements in well-being. Whether or not they did, remains unclear given the poor quality of the data, the nature of the growth process (especially the role of natural resources), conflicts that affect part of the region, and high population growth. Poverty in a Rising Africa documents the data challenges and systematically reviews the evidence on poverty from monetary and nonmonetary perspectives, as well as a focus on dimensions of inequality. Chapter 1 maps out the availability and quality of the data needed to track monetary poverty, reflects on the governance and political processes that underpin the current situation with respect to data production, and describes some approaches to addressing the data gaps. Chapter 2 evaluates the robustness of the estimates of poverty in Africa. It concludes that poverty reduction in Africa may be slightly greater than traditional estimates suggest, although even the most optimistic estimates of poverty reduction imply that more people lived in poverty in 2012 than in 1990. A broad-stroke profile of poverty and trends in poverty in the region is presented. Chapter 3 broadens the view of poverty by considering nonmonetary dimensions of well-being, such as education, health, and freedom, using Sen's (1985) capabilities and functioning approach. While progress has been made in a number of these areas, levels remain stubbornly low. Chapter 4 reviews the evidence on inequality in Africa. It looks not only at patterns of monetary inequality in Africa but also other dimensions, including inequality of opportunity, intergenerational mobility in occupation and education, and extreme wealth in Africa.

Our analysis suggests that while the poor do not bear the disproportionate costs of adjustment policies, it is also the case that policy reforms have largely failed to contribute to the alleviation of poverty. We therefore explore the microeconomic, structural, and institutional constraints to growth and poverty reduction. The three areas that we concentrate on in terms of removing the structural and fundamentally microeconomic constraints that impede growth and poverty alleviation are human resource development, vulnerability and risk management, and fiscal management through decentralization.

Book excerpt: This collection of case studies focuses on the processes and outcomes of reform programs in seven African countries--Côte d'Ivoire, Ghana, Kenya, Nigeria, Senegal, and Tanzania--chosen for the wide variety of conditions present before their individual adjustment programs began. The World Bank's recent policy research report Adjustment in Africa: Reforms, Results, and the Road Ahead concludes that the adjustment programs launched in 29 countries in the mid-1980's have resulted in some improvement in the overall policy environment. These improvements have been strongest in the macroeconomic and agricultural spheres and weakest in the areas of finance and public enterprise. The study also finds that reform programs work in the countries where policy performance has been good; conversely, poor policy progress has been reflected in poor performance. This volume presents case studies of seven country experiences to supplement and reinforce findings from the Policy Research Report. The studies confirm that whenever adjustment programs are vigorously pursued, results are strongly positive from the viewpoints of growth and alleviation of poverty. A key element in ensuring a successful adjustment program is strong motivation and commitment by the leadership in each nation. Too many abrupt, unpredictable, and frequent changes and reversals of policies erode the credibility of the programs, intensify the uncertainties, and slow down investor confidence. In short, the success of reforms hinges on policy stability, continuity, and predictability.

However, high levels of chronic poverty persist, with poor households exposed to frequent shocks and a widening gap between income groups in terms of human capital outcomes and access to basic services. By providing regular, reliable support to poor and vulnerable households and by helping individuals invest in productive activities, targeted interventions such as safety nets have shown to help reduce poverty, reverse the trend of increasing inequality, and build household resilience. In the wake of the global economic crisis, an increasing number of policy makers in Africa have come to view safety nets as core instruments for reducing poverty and managing risk. Momentum is growing toward rationalizing public spending by better targeting measures to the poorest individuals. Reducing Poverty and Investing in People: The New Role of Safety Nets in Africa assesses the objectives, features, performance, and financing of safety nets in 22 Sub-Saharan African countries and identifies how governments and donors can strengthen safety net systems to better support poor and vulnerable people. Overall, the author finds that safety nets are on the rise in Africa and are beginning to evolve from fragmented stand-alone programs into integrated systems. Social protection has started to change largely from emergency food aid programs to regular, predictable safety nets including targeted cash transfers and cash-for-work programs. Some African countries, including Kenya, Rwanda, and Tanzania, are working toward consolidating their programs into a national system. With the timely analysis of safety nets in Africa, the encouraging results from impact evaluations, and the productive aspects of cash transfer programs in these countries, African decision makers are now prioritizing safety nets on their development agendas as effective instruments to reduce poverty and vulnerability.
