Que l’on s’en indigne ou non, les choix délicats qui décideront de l’avenir de la planète se feront en grande partie à Pékin, au sein d’un pouvoir dont le seul horizon de réflexion pourrait se résumer à cette capacité à perpétuer son autorité sur 1,367 milliard d’individus. Il y a des perspectives plus réjouissantes. Car aussi peu convaincante fut-elle en matière environnementale par le passé, la gouvernance chinoise se définit d’abord et avant tout par son pragmatisme, et elle pourrait trouver dans les années à venir un intérêt aussi bien pécuniaire que politique à faire évoluer son modèle vers davantage de durabilité. Elle devrait être poussée dans ce sens par une société civile chinoise qui, si elle n’a pas toujours voix au chapitre, n’est pas non plus constituée de dociles spectateurs attendant sans mot dire le point de non-retour.
