But recently, many of these organizations have become the forum for conflicts between different political trends, while others tackle political problems such as human rights or democratic issues. Facing the rejuvenated NGO scene in the Arab world, public authorities remain torn between support for the concerns of civil society and the traditional mode of management, which does not delegate, consult, or decentralize. Can NGOs in the Arab world be considered full-fledged actors of governance and of national and local development? Is the relationship between NGOs and public authorities at the national and local level one of partnership or opposition and competition? Are NGOs perceived to be palliatives to the shortcomings of the public authorities? How is the relationship between NGOs and society to be defined? Do Arab NGOs highlight the issues that remain undetected by the classical methods of action of the public authorities? Many had never left Somalia before, followed nomadic traditions, did not speak English, were bereaved and were suffering from PTSD. Their stories begin with war and genocide in the north, followed by harrowing journeys via refugee camps, then their arrival and survival in London. Joanna Lewis exposes how they rapidly recovered, mobilising their networks, social capital and professional skills. Crucial to the recovery of the now breakaway state of (former British) Somaliland, these women bore a huge burden, but inspired the next generation, with many today caught between London and a humanitarian impulse to return home. Lewis reveals three histories. Firstly, the women's personal history, helping us to understand resilience as an individual, lived historical process that is both positive and negative, and both inter- and intra-generational. Secondly, a collective history of refugees as rebuilders, offering insight into the dynamism of the Somali diaspora. More than 55 per cent of the 77 million Ethiopians are under the age of 18 years. The great social and political changes started in Ethiopia at the beginning of the 1990s have resulted in the substitution of the educational system based on Amharic and English by one which uses a multilingual approach. According to the Ministry of Education 22 out of the 84 languages spoken in Ethiopia are now used as media of instruction in primary schools. The book presents the lectures delivered at the workshop "On the Results of the Reform in Ethiopia's Language and Education Policy" held at Addis Ababa University in April 2006 by Ethiopian education experts and a German research team. Their contribution has facilitated a subsumption into the historical context and has given insight into the analyses of the use of 8 Ethiopian languages in primary schools in different regions of the country.

Book excerpt: This book represents an attempt to introduce the notion of contested national identity as a theoretical framework for understanding the crisis of the nation-state in Africa, and Somalia in particular. The contributors to the volume share the perspective that one of the principal variables that inform much of the present crisis in Somalia resulted from the simultaneous co-existence of two paradigms/narratives (lineage-based versus territorial) of Somaliness that contest the meaning of people, place, and the history on which nationalism is predicated. The volume represents a major shift in the study of Somali historiography in that the contributors challenge the well-known Somali assumption that a common culture can form the basis for national solidarity regardless of the social and political contexts/realities within which the boundaries of the nation are constituted. Informed by this perspective, the contributors to the volume argue that the current social and political crisis in Somalia must be seen as a war over contested ideas and social identities, a conflict of interpretation of who has the right to define the social boundary of Somaliness.
