Généralement décrit au travers de démarches éclatées, voire réductionnistes, le phénomène criminel commande une stratégie scientifique d'approche globale et intégrée. Une telle stratégie doit permettre aux acteurs de la réaction sociale au crime de sortir des confusions conceptuelles, des incohérences empiriques et des amalgames doxologiques, caractéristiques du domaine entrepris. Une telle stratégie s'impose d'autant plus que le crime n'est pas inévitable. L'enracinement dans la criminalité n'est pas davantage irréversible. Tout indique, en ce sens, que le crime est très généralement vécu comme la seule réponse adaptée aux conflits (d'intensité, de contenu et de fréquence variables) émergeant au sein du groupe social. Très massivement, les actes de petite délinquance sont le lot des tribunaux répressifs. Les réponses pénales, cristallisées sur les plus démunis d'entre nous, n'en demeurent pas moins fortement coercitives, au mépris des principes fondateurs de justice, d'égalité et de proportionnalité. Par un meilleur partage des savoirs, des avoirs et des pouvoirs, la plupart des dysfonctionnements institutionnels et individuels repérés (contentieux surchargé, surpopulation pénale, récidive, prise en charge éclatée et incomplète des victimes, notamment) se résorberaient mieux. Sans négliger les substantielles économies qui en résulteraient. La mise en harmonie des valeurs à protéger socialement, des modalités destinées à prévenir leur transgression éventuelle comme des réponses de nature à en éviter la répétition apparaît très urgente. Notre système de justice pénale, s'affichant résolument démocratique, ne peut s'en dispenser. Les sciences criminelles ont vocation à y participer.
