The 38th PAFTAD conference met at a key time to consider international economic integration. Earlier in the year, the people of the United Kingdom voted to leave the European Union and the United States elected Donald Trump as their next president on the back of an inward-looking ‘America First’ promise. Brexit and President Trump represent a growing, and worrying, trend towards protectionism in the North Atlantic countries that have led the process of globalisation since the end of the Second World War. The chapters in the volume describe the state of play in Asian economic integration but, more importantly, look forward to the region’s future, and the role it might play in defending the global system that has underwritten its historic rise. Asia has the potential to stand as a bulwark against the dual threats of North Atlantic protectionism and slowing trade growth, but collective leadership will be needed regionally and difficult domestic reforms will be required in each country.

Book excerpt: The 1990s have witnessed a strong trend in different parts of the world especially the developed countries to form regional trading blocs, such as EU and NAFTA. The formation of these trade blocs has led to substantial diversion of trade and investment away from the rest of the world economy affecting the growth process in other regions that are not part of these blocs. The Asian countries on the other hand have faithfully pursued multilateralism in their trade and investment policy except for few subregional attempts such as the ASEAN Free Trade Area (AFTA) or the South Asia Free Trade Agreement (SAFTA). However, there is now a growing recognition in Aisa of the importance of regional economic integration for generating growth impulses from within, especially in the wake of the East Asian Crisis. Against that backdrop, this book makes a case for an Asian Economic Community that would be broader in coverage than the current programs for economic cooperation in the region. It argues that the community is evolving in a phased manner with Japan, ASEAN, China, India and Korea (JACIK) providing the initial core group that can be expanded to cover other parts of Asia subsequently, as in Europe. The analysis presented in the book shows that regional economic integration could act as a new engine of growth and generate hundreds of billions of additional output and assist Asia regain its place in the world economy that it had until the eighteenth century. The book also examines the emerging patterns of regional integration in JACIK region and presents an analysis of the potential and prospects of cooperation in the areas of trade, money and finance, technology and investments. For the year 2014, NEAEF in collaboration with the Korea Institute for International Economic Policy (KIEP), cooperated in efforts toward achieving closer economic and financial cooperation in Northeast Asia, and continued its focus on research, the annual conference, and meetings aimed at financing regional economic integration and establishment of the Northeast Asian Bank for Cooperation and Development (NEABCD). This book presents a comprehensive technical analysis of the trade–conflict relationship within the region, and explores how South Asia demonstrates underperformance of its potential for economic integration. Using the gravity model framework, the book highlights quantitative estimates of the cost of conflict in terms of loss of trade for South Asia. Other variables representative of political and economic regimes are also included to make the model comprehensive, and the book goes on to discuss how the analysis reveals the overriding significance of the India–Pakistan relationship in the regional landscape. It looks at how the results of the econometric exercise reveal the extent to which a common border, when disputed, becomes a barrier rather than a facilitator to trade and, additionally, the extent to which long standing and persistent conflict can debilitate trade relationships. The book is a useful contribution for students and scholars of South Asian studies and international political economy, and assists in formulating policy to correct the anti-home bias that is evident in trade patterns of the South Asian economies.
