However, the economic repercussions of biotechnology for developing countries are largely unknown and have been the subject of acute controversy over the last few years. This study deals with the topic and provides some preliminary empirical results. An analytical framework for the ex ante evaluation of biotechnology in smallholder agriculture is developed, which is then used within three different case studies in Kenya and Mexico. It is shown that biotechnology holds great potentials for poor agricultural producers and consumers. Yet appropriate institutional adjustments are required to capitalize on these potentials. Implications for national and international biotechnology policies are discussed.

Book excerpt: Agricultural biotechnologies, and especially transgenic crops, have the potential to boost food security in developing countries by offering higher incomes for farmers and lower-priced and better quality food for consumers. That potential is being heavily compromised, however, because the European Union and some other countries have implemented strict regulatory systems to govern their production and consumption of genetically modified (GM) food and feed crops, and to prevent imports of foods and feedstuffs that do not meet these strict standards. This paper analyses empirically the potential economic effects of adopting transgenic crops in Asia and Sub-Saharan Africa. It does so using a multi-country, multi-product model of the global economy. The results suggest the economic welfare gains from crop biotechnology adoption are potentially very large, and that those benefits are diminished only very slightly by the presence of the European Union's restriction on imports of GM foods. That is, if developing countries retain bans on GM crop production in an attempt to maintain access to EU markets for non-GM products, the loss to their food consumers as well as to farmers in those developing countries is huge relative to the slight loss that could be incurred from not retaining EU market access.

One of these is the successful use of new biotechnologies in agriculture. Research in recombinant genetics and biotechnology aims to develop plant varieties that provide reliable high yields at the same or lower costs by breeding in qualities such as resistance to disease, pests, and stress factors such as aridity. Realization of these goals could lead to tremendous gains in food production. However, biotechnology is now evoking the same objections that have been raised against the Green Revolution—that its benefits are distributed inequitably in favor of the large, rich farmers and that it is potentially environmentally destructive. In this brief, Leisinger discusses the need for biotechnology and its sociopolitical ramifications and he looks at the roles played by the public and private sectors. In conclusion, the author states that biotechnology offers no silver bullet for food security — there are no silver bullets—but biotechnology is an important instrument in the difficult fight against hunger. The sociopolitical obstacles must be removed not only for the successful implementation of biotechnology, but also for an equitable and sustainable tomorrow for the world.

At the same time, others are concerned that the technology is not reaching its potential to improve human health and the environment because of stringent regulations and reduced public funding to develop products offering more benefits to society. While the debate about these and other questions related to the genetic engineering techniques of the first 20 years goes on, emerging genetic-engineering technologies are adding new complexities to the conversation. Genetically Engineered Crops builds on previous related Academies reports published between 1987 and 2010 by undertaking a retrospective examination of the purported positive and adverse effects of GE crops and to anticipate what emerging genetic-engineering technologies hold for the future. This report indicates where there are uncertainties about the economic, agronomic, health, safety, or other impacts of GE crops and food, and makes recommendations to fill gaps in safety assessments, increase regulatory clarity, and improve innovations in and access to GE technology.

While biotechnology's potential for low income economies is still the subject of controversy, this paper argues that it is precisely in these countries that food and agriculture related biotechnology could efficiently contribute to the achievement of development objectives. To date, however, biotechnological advances have been realized predominantly in industrialized countries. Policy-makers in developing countries and in development organizations are challenged to select appropriate strategies for optimally harnessing the potentials of biotechnology for the poor. Policy-oriented information on likely economic impacts of biotechnologies becomes the key parameter for guidance in program formulation, but little has been available thus far. Hitherto approaches of technology assessment proved rather inappropriate for providing such information for particular decisions. This paper presents a conceptual framework for ex ante economic studies in developing countries - a framework within which the efficiency and equity implications of specific technologies can be analysed quantitatively. Technological impacts also depend on institutional arrangements and on political support systems, dynamics that are explicitly taken into account by the proposed scenario approach. The findings of such analyses can thus provide assistance in decision-making at various phases of the technology path.
