Previous RAND studies of nation-building focused on external interveners' activities. This volume shifts the focus to internal circumstances, first identifying the conditions that gave rise to conflicts or threatened to perpetuate them, and then determining how external and local actors were able to modify or work around them to promote enduring peace. It examines in depth six varied societies: Cambodia, El Salvador, Bosnia and Herzegovina, East Timor, Sierra Leone, and the Democratic Republic of the Congo. It then analyzes a larger set of 20 major post-Cold War nation-building interventions. The authors assess the risk of renewed conflict at the onset of the interventions and subsequent progress along five dimensions: security, democratization, government effectiveness, economic growth, and human development. They find that transformation of many of the specific conditions that gave rise to or fueled conflict often is not feasible in the time frame of nation-building operations but that such transformation has not proven essential to achieving the primary goal of nation-building -- establishing peace. Most interventions in the past 25 years have led to enduring peace, as well as some degree of improvement in the other dimensions assessed. The findings suggest the importance of setting realistic expectations -- neither expecting nation-building operations to quickly lift countries out of poverty and create liberal democracies, nor being swayed by a negative stereotype of nation-building that does not recognize its signal achievements in the great majority of cases."--Page 4 of cover.

The world is urbanising rapidly and cities are increasingly held as the most important arenas for sustainable development. Cities emerging from war are no exception, but across the globe, many post-war cities are ravaged by residual or renewed violence, which threatens progress towards peace and stability. This volume addresses why such violence happens, where and how it manifests, and how it can be prevented. It includes contributions that are informed by both post-war logics and urban particularities, that take intra-city dynamics into account, and that adopt a spatial analysis of the city. They focus on cases around the world, including Medellín (Colombia), Johannesburg (South Africa) and Mitrovica (Kosovo). The volume makes a threefold contribution to the research agenda on violence in post-war cities. First, the contributions nuance our understanding of the causes and forms of the uneven spatial distribution of violence, insecurities, and trauma within and across post-war cities. Book excerpt: This book investigates architecture as a form of diplomacy in the context of the Second World War at six major European international and national expositions that took place between 1937 and 1959. The volume gives a fascinating account of architecture assuming the role of the carrier of war-related messages, some of them camouflaged while others quite frank. The famous standoffs between the Stalinist Russia and the Nazi Germany in Paris 1937, or the juxtaposition of the USSR and USA pavilions in Brussels 1958, are examples of very explicit shows of force. The book also discusses some less known - and more subtle - messages, revealed through an examination of several additional pavilions in both Paris and Brussels; of a series of expositions in Moscow; of the Universal Exhibition in Rome that was planned to open in 1942; and of London’s South Bank Exposition of 1951: all of them related, in one way or another, to either an anticipation of the global war or to its horrific aftermaths. A brief discussion of three pre-World War II American expositions that are reviewed in the Epilogue supports this point. It indicates a significant difference in the attitude of American exposition commissioners, who were less attuned to the looming war than their European counterparts. The book provides a novel assessment of modern architecture’s involvement with national representation. Whether in the service of Fascist Italy or of Imperial Japan, of Republican Spain or of the post-war Franquista regime, of the French Popular Front or of socialist Yugoslavia, of the arising FRG or of capitalist USA, of Stalinist Russia or of post-colonial Britain, exposition architecture during the period in question was driven by a deep faith in its ability to represent ideology. The book argues that this widespread confidence in architecture’s ability to act as a propaganda tool was one of the reasons why Modernist architecture lent itself to the service of such different masters.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.
