It also attempts to establish criteria for assessing norm emergence, and to assess the process of norm development by comparing what actually happens at the multilateral level. If norm-making on small arms and related multilateral negotiations have mostly dealt with ‘illicit arms’, and most of the norms examined here fall on the arms supplier side of the arms equation, the author argues that the creation of international norms and the setting of widely agreed standards amongst states on all aspects of the demand for, availability, and spread of both legal and illegal small arms and light weapons must become central to the multilateral coordination of policy responses in order to tackle the growing violence associated with small arms availability. Book excerpt: Finding that existing theories of International Relations have problems explaining why international Small Arms Control programmes succeed or fail, this thesis explores internationally driven micro-disarmament processes from an agent-driven constructivist perspective. Through two contrasting case studies of the UNDP-led micro-disarmament programme in Kosovo and the EU Small Arms programme in Cambodia, the research considers ways in which local agency deal with 'norm transfer' by international organizations. First, the thesis theoretically advances constructivist literature on norm diffusion so to apply to international peacebuilding in general, and Small Arms Control specifically. Treating peacebuilding as exercises in norm diffusion enables more subtle analyses of the political processes involved, taking seriously the politics of norms when international actors get involved in post-war societies. Bringing in dynamic processes of norm localization to the study of micro-disarmament enables better conceptions of agents, processes and mechanisms involved in the reconfiguration of power in peacebuilding contexts. Second, based on extensive fieldwork the thesis provides comparative analyses of how local elites constructed national identity narratives in post-war Kosovo and Cambodia parallel to micro-disarmament processes. In the case of Cambodia, national elites successfully built a narrative of the Khmer nation as idle, peaceful and respectful of authority; an identity consistent with an idea of the state as the legitimate authority over the use of force. Due to enabling social and political factors, the EU Small Arms project supported these discourses of a collective, post-war security culture, and could subsequently contribute to eradicate the small arms problem in Cambodia. In Kosovo, conversely, political elites imbued the post-war nationbuilding process with identity narratives consistent with an individualist security culture. These narratives pitted an autonomous, militant and traditional society against the state monopoly on legitimate use of force. The UNDP Small Arms project did not locate its activities in these discourses, and failed to significantly reduce the availability of small arms in society. The empirical findings of this thesis point to a real need for international organizations to allow local conceptions of legitimacy to take centre stage when introducing democratic security models in post-war countries. Consistent with constructivist scholarship, it finds that norms, culture and identity are not secondary considerations, but effectively produce actors' preferences and interests. International norm proponents must engage local rationalities when seeking to transfer norms - even in matters of 'hard' security.

Book excerpt: This novel and original book examines and disaggregates, theoretically and empirically, operations of power in international security regimes. These regimes, varying in degree from regulatory to prohibitory, are understood as sets of normative discourses, political structures and dependencies (anarchies, hierarchies, and heterarchies), and agencies through which power operates within a given security issue area with a regulatory effect. In International Relations, regime analysis has been dominated by several generations of regime theory/theorization. As this book makes clear, not only has the IR Regime Theory been of limited utility for security domain due to its heavy focus on economic and environmental regimes, but it, too, heuristically suffered from its rigid pegging to general IR Theory. It is not surprising then that the evolution of IR Regime Theory has largely been mirroring the evolution of IR Theory in general: from the neo-realist/neo-liberal institutionalist convergence regime theory; through cognitivism; to constructivist regime theory. The commitment of this book is to remedy this situation by bringing together robust power analysis and international security regimes. It provides the reader with a theoretically and empirically uncompromising and comprehensive analysis of the selected international security regimes, which goes beyond one or another school of IR Regime Theory. In doing so, it completely abandons existing, and piecemeal, analysis of regimes within the intellectual field of IR based on conventional grand/mid-range theorization.

Book excerpt: Five years of implementing the United Nations Programme of Action on Small Arms and Light Weapons (PoA) have brought about some significant developments in combating the illicit trade in small arms. However, further efforts at the national, regional and international levels are necessary. This analysis is part of a joint project of the United Nations Development Programme, the United Nations Institute for Disarmament Research, the United Nations Departmentfor Disarmament Affairs and the Small Arms Survey established to assist States to better fulfil their commitments under the PoA. It analyses the information contained in national reports voluntarily submitted by States on their implementation of the PoA from 2002 to 2005. To date, 137 countries have participated in national reporting, which is an encouragingdevelopment and indicates a growing awareness across the globe on problems related to the illicit trade in small arms and light weapons. However, the level of PoA implementation in different regions remains unequal, and while the number of reporting States is increasing in most regions, the level of reporting and of implementation remain low in some regions.By analysing the reports submitted by States, this study contributes to the efforts to strengthen the PoA. It highlights the main trends in national reporting, including regional differences, thematic priorities and areas where further assistance is indicated to be needed. It also provides concrete recommendations on how different aspects of this reporting mechanism could be enhanced and used more efficiently to combat the illicit trade and proliferation of small arms and light weapons.
