The relatively strong mining sector is sustaining growth, although growth is expected to decelerate to 4.1 percent in 2024, lower than the 2019-23 average of 5.1 percent. Average inflation is expected to increase to 11 percent in 2024 as fuel shortages pushed up prices. Socio-political tensions persist in the wake of the military coup of September 2021 and the hardship caused by the explosion.

Book excerpt: This report presents findings from a study of the economic and food security impacts of the FAO project "Productive safety nets as a tool to reinforce the resilience in the Sahel" (hereinafter referred to as the project/programme Cash+) that took place from April 2015 to February 2017. The project aimed to strengthen the resilience of households vulnerable to shocks and heavily affected by food insecurity and was carried out in two countries: Mali and Mauritania. Unconditional in-cash and in-kind transfers were distributed to the most vulnerable households, which also benefited from other training and technical activities which aimed to strengthen their productive capacity. This report focuses on Mali, where the FAO Cash+ project targeted 36 villages in the Nioro Cercle (“Cercle de Nioro du Sahel”) of Kayes region. Two sets of intervention of equal financial value have been provided to the beneficiaries: i) one called "Cash Only" consisting primarily of a cash transfer and ii) another called "Cash+" associating a cash transfer with distribution of goats, training on good practices of livestock breeding and raising awareness of children's nutrition. The main objective of this report is evaluating the impacts of the FAO’s Cash+ programme in Mali and investigating eventual heterogenous effects of the two types of treatment. Using data collected nine months after the project ended, we analyse its lasting impacts across various livelihood aspects, namely food security, dietary diversity, hygiene practices, food and non-food expenditures, livestock production, non-farm activities, aspirations and expectations.

Book excerpt: World Humanitarian Summit in 2016 call for humanitarian industries including the United Nations and NGOs to bolder promote the use of cash transfers in responding to disasters. This book documents experiences and collects personal accounts on disasters, COVID-19 and cash transfers from disaster survivors in Indonesia whose lives intersect with other survivors and humanitarian responders, ranging from local activists to NGOs’ workers. The survivors are often labelled as ‘project beneficiaries’. Cash assistance and disaster payments are temporary income for the affected community. It is no silver bullets despite their rich potential to reduce vulnerability and suffering. One of the promises of such assistance is that it can help both women and children survive and rebuild their lives after a crisis, be it from a natural catastrophe or man-made hazards. The question is how such assistance is understood in a fuller context of a survivor’s complex life? To its critics, humanitarian cash assistance is like ‘a drop of salt in the ocean’ in that it is not enough to make a difference to disaster-affected people’s lives. Nevertheless, the question is how a relatively small-size and temporarily distributed cash assistance within a short time window can significantly impact the beneficiaries’ life at a particular time and places ruined by disasters? Survivors and beneficiaries are not just numbers. They are humans with stories worth listening to. This book shows that to what extent cash assistance can be of meaningful, they must be understood in a fuller context of people’s lives, stories, including their wade dreams that go beyond the cold and dry quantitative evaluation measures that are often chasing the numbers with a certain percentage of Yes and No in agreeing or disagreeing about how good and helpful support is to the life of the crisis-affected people.

But the recovery has been uneven across countries and sectors, and significant risks exist that could jeopardize short-term recovery and long-term growth. Over the short-term, low vaccination rates in most countries in the region make the population and economies vulnerable to future COVID waves and lockdowns; supply shortages due to global supply bottlenecks continue to put upward pressure on (food) inflation, especially after consumption recovers. Over the long-term, the region faces long-lasting scarring effects from the pandemic. The emergence of a new services economy creates an opportunity for the region to shift gears and to move towards a services-led development model. The importance of services has been increasing over time and got a further boost during the response to the COVID pandemic, when digital technologies became critical. This new services economy comprises not just the ICT sector, but also business and professional services that are increasingly critical inputs into manufacturing and other sectors, and digital platforms that are creating new markets. It can become the driver of development in South Asia because 1) Services are increasingly tradable and also represent a large part of value added incorporated in the exports of goods. 2) Services firms can drive productivity growth because of innovations that make their own products and other industries more efficient 3) The services sector also generates jobs and helps upgrading skills through on-the-job training. To unleash the potential of the new services economy, policy makers should rethink regulations and establish new institutions to enable 1) competition and innovation 2) increased labor mobility and up-skilling, through education and on-the job training; 3) the absorption of new services by firms and households. Governments in South Asia are addressing these new realities, but they face major challenges. With countries worldwide struggling to find an optimal institutional environment for the new services sectors, a good option for South Asia is to experiment with regulatory sandboxes.

Book excerpt: Following poor harvests in the 2015/16 cropping season in Malawi, vulnerability assessments found that nearly 6.7 million people, primarily in the Southern and Central regions, were likely to suffer from food insecurity before the next harvest. The government of Malawi and its development partners designed the 2016/17 Food Insecurity Response Programme (FIRP) in Malawi to meet the food needs of many of the households affected, mobilizing approximately USD 265 million in resources to do so. In the wake of this intervention, a team led by the International Food Policy Research Institute was contracted to assess the quality of this humanitarian response along four primary dimension: Assess the quality of the national food security assessments which began the response; Investigate the accuracy of the geographical and beneficiary targeting within selected areas; conduct an operational assessment of the humanitarian response design and implementation; and Assess overall programme and draw technical, market, and methodological implications for the design of future humanitarian responses and their contribution to resilience building. This Discussion Paper provides considerable detail on which facets of the implementation of FIRP were successful and where implementation fell short in addressing the needs of the affected population, in ensuring that Malawi was better prepared for future food crises, and in laying a foundation for improved resilience in the face of such shocks for both the affected households and Malawi as a whole. The 2016/17 FIRP was largely successful in preventing disaster and saving lives and livelihoods. However, the assessment of the design and implementation of the FIRP highlighted the high level of dependency of the Malawi government on its development partners for resources to undertake such humanitarian responses and the significant deficiencies in the technical and institutional capacity of the institutions responsible for responding. Unless the cycle of food insecurity is broken and the resilience of Malawian food systems increased, the government of Malawi and its development partners will continue to depend on FIRP-type interventions to save people’s lives and protect them from food insecurity and hunger.

Book excerpt: Intervention Context: WFP’s activities in Burkina Faso and Niger focus on fragile agrarian communities in the Sahel, where cyclical floods and droughts combine with decreasing soil fertility and increasing desertification, among other challenges, to aggravate food and livelihood insecurity. Increased competition for land for food crops and pastures as well as water for domestic, productive, and livestock use, intensify conflicts over ownership and usage rights for land and the commons such as forests. in particular, this competition has heightened conflicts between farmers and herders. Layered on these localized conflicts are recent increases in human safety and security concerns related to the spread of attacks by violent extremist groups across the eastern flanks of both countries. The increasing frequency and intensity of these attacks have led to the loss of lives, property, and the displacement of large groups of people. The attendant deepening of food, livelihood, and human insecurities has contributed to a rural exodus of men and women to cities and other economic enclaves in search of alternate sources of food and income. The arrival of displaced persons fleeing the attacks has increased pressure on already limited food stocks and other assets of host communities. COVID-19 added another layer of vulnerability. In addition to the disease burden, lockdowns and restrictions on the movement of persons affected the ability of communities to travel to engage in nonfarm economic activities for supplementary income and food. This greatly affected the food and livelihood security systems of the populations in these already impoverished and fragile communities.
