Book excerpt: In the 1990s and 2000s, the EU's approach to Russia was based on the expectation that economic ties and interaction in various fields would contribute to regional stability and security and possibly even the democratisation of Russia. However, looking at the relationship today, one has to admit that the expected positive effects of interdependence have not materialised. Since 2014, the conflict over Ukraine and rising geopolitical tensions have pushed the Europeans to reassess their approach and put more emphasis on reducing the vulnerabilities created by mutual ties, notably (but not only) in the field of energy. Russia, for its part, has been keen to reduce its dependence on Europe, for instance in the financial sector and in respect of food imports. As a result, the preconditions for developing the EU-Russia relationship in accordance with the logic of positive interdependence have weakened further. In this book, a number of internationally renowned experts explore mutual dependences between the EU and Russia in various fields, including energy, trade, the financial sector, the defence industry, cross-border cooperation and, perhaps most importantly, security. The book analyses perceptions, vulnerabilities, and ways to manage the ties on both sides.

Book excerpt: During the last 15 years Putin’s policies have produced a number of controversial effects both at the international and domestic levels, some diplomatic results, and unresolved regional conflicts. In foreign policy he accordingly launched the idea of a Greater Europe. To this aim and with the view to highlighting the goodwill of the Russian government to enhance cooperation with the European Union as a pro-active and equal partner. Sooner than expected, political divergences and vital interests emerged. As a result, the Greater Europe project was progressively frozen, if not plainly abandoned. However, the EU-Russia joint attempts to solve the Ukrainian crises, which were undertaken during the “Normandy Four” meetings (Germany, France, Russia, Ukraine), resulted in signing the weak – but still important – Minsk agreements. This helps to prove that there is still room for cooperation between the two sides. These agreements may hopefully set the stage for a more comprehensive deal aiming to close the gap between the EU’s and Russia’s competing visions.

Book excerpt: Russia and the West have avoided renewed confrontation despite many post Cold War crises, but illiberal trends in Russia rule out any prospect of developing a mutual agenda for closer integration. Russian engagement with the leading Euro-Atlantic institutions on a special, but still subordinate, nonmember basis remains a clever yet suboptimal substitute. Such relationships, as this monograph about Russia and the European Union explains, tend to produce shallow collaboration, symbolic summitry and costly standoffs. Closer cooperation is blocked by an ongoing dispute over terms, which is rooted in asymmetries in power, ambivalent preferences, uncertainty about the distributional costs and benefits of deeper engagement, and Russia's continued unwillingness or inability to lock-in the liberal domestic structures necessary to make credible commitments. Moscow's renewed self-confidence and geopolitical ambitions, bolstered by sustained economic growth and high energy prices, complicate the bargaining and further strain these special relationships which persist for lack of a realistic, superior alternative.

What is left of previous positive experiences and mutually beneficial interactions between the two parties? And, what new communication practices and strategies might Russia and Europe use? Previously coherent and institutionalized spaces of communication and dialogue between Moscow and Brussels have fragmented into relations that, while certainly not cooperative, are also not necessarily adversarial. Exploring these spaces, contributors consider how this indeterminacy makes cooperation problematic, though not impossible, and examine the shrunken, yet still existent, expanse of interaction between Russia and the EU. In No Place for Russia, William H. Hill traces the development of the post–Cold War European security order to explain today’s tensions, showing how attempts to integrate Russia into a unified Euro-Atlantic security order were gradually overshadowed by the domination of NATO and the EU—at Russia’s expense. Hill argues that the redivision of Europe has been largely unintended and not the result of any single decision or action. Instead, the current situation is the cumulative result of many decisions—reasonably made at the time—that gradually produced the current security architecture and led to mutual mistrust. Hill analyzes the United States’ decision to remain in Europe after the Cold War, the emergence of Germany as a major power on the continent, and the transformation of Russia into a nation-state, placing major weight on NATO’s evolution from an alliance dedicated primarily to static collective territorial defense into a security organization with global ambitions and capabilities. Closing with Russia’s annexation of Crimea and war in eastern Ukraine, No Place for Russia argues that the post–Cold War security order in Europe has been irrevocably shattered, to be replaced by a new and as-yet-undefined order.

The Russian invasion of Ukraine in February 2022 has largely been viewed as an extraordinary resilience test for the EU. The war has unleashed multiple crises ranging from security and asylum to energy and the economy, in turn raising questions not only on how the EU can ensure the resilience of its eastern partners, but also questions existential to the EU, such as institutional and policy reform, further EU enlargement and the EU's role in a rapidly changing global context of polarisation and fragmentation. The chapters in this edited volume draw on a diversity of original conceptual and theoretical frameworks that are combined with an empirical analysis of often overlooked dimensions of EU’s policy towards the EaP countries, drawing on the original data collected by the authors, including the semi-structured interviews. In light of the aforementioned challenges, the chapters to this book have only increased in relevance, pointing to pathways and opportunities for the EU to strengthen the resilience of its eastern partners and its own resilience in the future, and inviting policy-makers and scholars to reflect on potential pitfalls, contradictions and limitations of EU resilience-building.
