Book Military R D after the Cold War

Download or read book Military R D after the Cold War written by Philip Gummett and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: Countries establish defence industries for various reasons. Chief among these are usually a concern with national security, and a desire to be as independent as possible in the supply of the armaments which they believe they need. But defence industries are different from most other industries. Their customer is governments. Their product is intended to safeguard the most vital interests of the state. The effectiveness of these products (in the real, rather than the experimental sense) is not normally tested at the time of purchase. If, or when, it is tested, many other factors (such as the quality of political and military leadership) enter into the equation, so complicating judgments about the quality of the armaments, and about the reliability of the promises made by the manufacturers. All of these features make the defence sector an unusually political industrial sector. This has been true in both the command economies of the former Soviet Union and its satellites, and in the market or mixed economies of the west. In both cases, to speak only a little over-generally, the defence sector has been particularly privileged and particularly protected from the usual economic vicissitudes. In both cases, too, its centrality to the perceived vital interests of the state has given it an unusual degree of political access and support.

Book Towards Security Sector Reform in Post Cold War Europe

Download or read book Towards Security Sector Reform in Post Cold War Europe written by Wilhelm N. Germann and published by Nomos Verlagsgesellschaft. This book was released on 2003 with total page 336 pages. Available in PDF, EPUB and Kindle. Book excerpt: Security Sector Reform (SSR) is a broad and ambitious notion that concerns establishing and improving those security relationships and architectures most commonly associated with liberal democracy. Starting from the premise that there is no universally applicable model for SSR, this volume explores the question how best to evaluate SSR in European context and analyses the conditions for determining and confirming criteria of success in this regard. The systematic gathering, analysing and evaluating of international expertise in democratic control, management and reform of the security sector is one of the main functions of the Geneva Centre of the Democratic Control of Armed Forces (DCAF).

Available in PDF, EPUB and Kindle. Book excerpt: Back in 1989, many anticipated that the end of the Cold War would usher in the 'end of history' characterized by the victory of democracy and capitalism. At the thirtieth anniversary of this momentous event, this book challenges this assumption. It studies the most recent era of contemporary European history in order to analyse the impact, consequences and legacy of the end of the Cold War for Western Europe. Bringing together leading scholars on the topic, the volume answers the question of how the end of the Cold War has affected Western Europe and reveals how it accelerated and reinforced processes that shaped the fragile (geo-)political and economic order of the continent today. In four thematic sections, the book analyses the changing position of Germany in Europe; studies the transformation of neoliberal capitalism; answers the question how Western Europe faced the geopolitical challenges after the Berlin Wall came down; and investigates the crisis of representative democracy. As such, the book provides a comprehensive and novel historical perspective on Europe since the late 1980s.

Book Fin de Siecle and Other Essays on America and Europe

Download or read book Fin de Siecle and Other Essays on America and Europe written by Walter Laqueur and published by Routledge. This book was released on 2018-01-18 with total page 370 pages. Available in PDF, EPUB and Kindle. Book excerpt: The essays collected in Fin de Siècle and Other Essays on America and Europe cover the political and cultural spectrum of our time, specifically the rise, fall, and reemergence of radical movements of what was once called the extreme left and right. If the essays have a common denominator, it is that they do not join in the chorus of rejoicing after the end of the cold war. When the Soviet Empire collapsed and the cold war came to an end, there was a general celebration similar to the joy expressed after World Wars I and II. Walter Laqueur, in contrast to many of his peers, realized that Russia's and Eastern Europe's road to freedom would be, at best, protracted and arduous with many setbacks. And, as he shows, ten years after the reforms in the communist world, power, such as it is, is again in the hands of the communists, or of nationalists closely cooperating with communists. While they may not be old Stalinists, their style remains authoritarian, and no one can say for certain whether the conversion to democracy is lasting.Throughout Europe the extreme right has reemerged in force in France, Italy, Russia, and Austria these parties are among the strongest. While only a few years have passed since the demise of communism, there is already nostalgia among many in Russia with regard to the good old days, when vodka was cheap and order prevailed in the streets. In the West, the positive aspects of Nazism and fascism are being rediscovered. One might argue that it should have been obvious that the end of the cold war would in many ways create new and greater uncertainties rather than a new world order in international affairs. In certain nations, including the United States, there has been an unmistakable trend toward isolationism. How to explain such attitudes? In a brilliant assemblage of published and hitherto unpublished essays, Laqueur brings his concerns about these issues in a post-cold war environment. Essays include: The Long Way to Europe, Russian Nationalism, In Praise of Menshevism, The End of the Cold War, Feuchtwanger and Gide, and The Empire Strikes Out. Laqueur includes a profile of Andrei Sakharov, who played such a crucial role in the movement of democratic dissent in the Soviet Union. Fin de Siècle and Other Essays on America and Europe will be of significant interest to historians of European and American culture, sociologists, economists, and political scientists.

Book Handbook of Defense Economics

Download or read book Handbook of Defense Economics written by Todd Sandler and published by Elsevier. This book was released on 2007-04-12 with total page 699 pages. Available in PDF, EPUB and Kindle. Book excerpt: The second volume of the Handbook of Defense Economics addresses defense needs, practices, threats, and policies in the modern era of globalization. This new era concerns the enhanced cross-border flows of all kinds (e.g., capital and labor flows, revolutionary rhetoric, guerrillas, and terrorists) including the spillovers of benefits and costs associated with public goods and transnational externalities (i.e., uncompensated interdependencies affecting two or more nations). These ever-increasing flows mean that military armaments and armies are less able to keep out security threats. Thus, novel defense and security barriers are needed to protect borders that are porous to terrorists, pollutants, political upheavals, and conflicts. Even increased trade and financial flows imply novel security challenges and defenses. Globalization also underscores the importance of a new set of institutions (e.g., the European Union and global governance networks) and agents (e.g., nongovernmental organizations and partnerships). This volume addresses the security challenges in this age of globalization, where conflicts involve novel tactics, new technologies, asymmetric warfare, different venues, and frightening weapons. Volume 2 contains topics not covered in volume 1 – i.e., civil wars, peacekeeping, economic sanctions, the econometrics of arms races, conversion, peace economics, and the interface of trade, peace, and democracy. Volume 2 also revisits topics from volume 1, where there has been a significant advancement of knowledge – i.e., conflict analysis, terrorism, arms races, arms trade, military manpower, and arms industries. All of the main securities concerns of today are analyzed. Chapters are written by the leading contributors in the topic areas. *Up-to-date surveys on the pressing defense issues: theoretical, empirical and policy issues.*Coverage of theoretical and empirical studies of terrorism.*Contributions by the leading researchers in the field of defense economics.
