This paper outlines policy strategies to increase the availability of pulses at affordable prices in India and also points out limitations of some of the most common recommendations for achieving these objectives. There seems to be no option but to increase domestic production of pulses in India. The global supply of pulses is limited compared with India’s needs, and sizable imports by India are bound to increase world prices. Domestic production of pulses in India is most likely piecewise inelastic, meaning that small price increases do not translate into a significant supply response. Because farmers face both production and marketing risks, they increase pulse area and intensify production only when there is a large increase in expected prices that covers the risk premium. Droughts, too, are a major risk for pulses. Access to one or two protective irrigations during the growing season can possibly lead to sizable increases in pulse production and reduce the production risk. The har khet ko paani (assured irrigation) initiative under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) program should give priority to pulse-producing areas. The minimum support price (MSP) for pulses, without direct government procurement, helps traders more than farmers because it acts as a focal point for tacit collusion among traders. Farmers will benefit from the MSP only if it is raised substantially from its current levels. The increase in farmgate prices due to a higher MSP will not necessarily lead to an increase in the retail price of pulses because much of the wedge between farmgate prices and consumer prices is traders’ margin. Including subsidized pulses in public distribution systems can save households some money, but it has only a small effect on total consumption of pulses and almost no effect on total protein intake. We suggest, as more potent solutions, investing in research and extension for pulses, aggregating pulse growers into farmer producer organizations, and paying pulse growers or pulse-growing areas for the ecosystem services offered by pulses.

The publication is divided into two parts. The first part deals national issues, technologies and strategies while the second part deals with crop based issue and technologies. The first part consists of 13 s. The first three s deals with pulses related national issues, technologies and strategies including NEH region too. The IV deals with crop diversification involving pulses while V focused on pulses production under organic system. The issues related to legumes as a nutrient supplement in VI, tillage and crop establishment in VII water management in pulses in VIII and Integrated nutrient management in IX are discussed in detail. The aspects of weed and pest management are presented in X to XI, respectively. The specific issues related to post harvest, value addition are discussed in XII, while trade related policy issues are focused in XIII. In part second, the crop issues, strategies and technologies are presented. Accordingly, XIV deals with pigeonpea while in XV issues related to greengram and black gram are discussed. The XVI to XIX deals with chickpea, lentil, field pea and lathyrus while in XX the issues technologies and prospects of Guar are discussed. In last XXI the issues and technologies related to arid legumes (mothbean, cowpea and horsegram) with special reference to arid areas are discussed. Hopefully, the publication will prove to be a reference and a way forward for solving pulses crisis in India and achieving the targets matching with food production strategies in years to come.

Book excerpt: The United Nation declared 2016 as international year of pulses, given its importance in food and nutrition security and source of income and employment to small and marginal farmers' in developing countries. Historically India is the largest producer, consumer and importer of pulses. Pulses production in India is about 19 million tonnes, every year India is importing about 3-4 million tonnes of pulses to meet its annual demand of 22-23 million tonnes. Even though there is a significant increase in pulses production in the last decade from 15 million tonnes to 18-19 million tonnes due to the implementation of National Food Security Mission (NFSM), Accelerated Pulses Production Programme (APPP) and Rashtriya Krishi Vikas Yojana (RKVY), there is little improvement in production of kharif pulses. There is a lot of scope in expanding area under rice fallows in eastern and southern India and crop diversification from rice-wheat to cereal-pulse based cropping systems in northern India. And increase yield in 50% of the pulses growing districts to at least 1 ton/ha in the near future. These strategies will help in decreasing demand and supply gaps in pulses in the near future. If we don't take efforts to increase pulses production, India has to import nearly 5-7 million tons by 2025, where world trade of pulses are only 12 million tonnes. That too Indian consumers prefere arhar, moong and urad for which world supply is very limited.

Book excerpt: Historically, India is the largest producer, consumer, and importer of pulses. Although it is the world's largest pulses producer, there is still a huge shortage of pulses, and the prices are not affordable to a large section of consumers. An immediate need is the development and dissemination of low-cost technologies in pulses production so that they can be affordable to the common man. Even though pulses production increased by 3.35% annually during the last decade, the cost of production and consequent prices are too high to be affordable to the common man. To increase production at a lower cost is a bigger challenge. The earlier experience shows that technological efforts need to be supported by the right policy environment to harvest fruits of R&D in agriculture. Still, the productivity of pulses in India is low at 694 kg/ha, and to make pulses production internationally competitive, the average yield levels need to be increased to at least 1ton/ha. Some of the policy suggestions that emerged from the studies at ICRISAT to increase pulses production are: (1) Maintain a stable price band, which will give stable profits to farmers for a reasonably longer period through innovative market interventions for all pulse crops. (2) Strengthen government programs like National Food Security Mission (NFSM) to reduce yield gaps between farmers and research stations. (3) Develop low cost innovative seed systems and select farmers' preferred varieties through farmers' participatory varietal selection (FPVS) to replace old varieties. (4) Focus on abiotic and biotic stress management to increase stability in production through an integrated approach. (5) Provide incentives for adoption of low-cost technologies, such as the application of micro-nutrients to reduce the cost of production and increase yield. (6) Increase awareness about the utility of the wider adoption of farm machinery, herbicides, and micro-irrigation facilities to cope with labor and water shortages in rural areas. (7) Develop market infrastructure and information systems, and enhance credit availability in districts growing pulses. On the R&D front, development of short duration, photothermo, insensitive varieties for different agro-ecologies, use of biotechnology tools for the development of new varieties with required traits, and development of bio-intensive low-cost integrated pest management (IPM) modules need to be given priority.
