Building on a global survey of 80+ cities, regions and basins, this report highlights the costs and benefits of the blue economy at subnational level, shedding light on the link between the blue economy and water security. This analysis provides an overview of the multi-level governance of the blue economy and related gaps. It calls on cities and regions to develop resilient, inclusive, sustainable and circular (RISC-proof) blue economies by establishing the right governance conditions related to policy making, policy coherence and policy implementation. The report concludes with a RISC Assessment Framework that offers a self-evaluation tool for subnational governments.

Book excerpt: Training is an investment in the ability of the electoral management body (EMB) ability to perform its primary task, administering an electoral contest. Building the EMB workforce’s capacities reinforces and inculcates electoral administration values and principles, those of integrity, impartiality, transparency, efficiency, sustainability and service-mindedness. By contrast, poor or inadequate training hampers service delivery and increases the risk of errors that negatively impact the reputation of the EMB or the election outcome itself. This Policy Paper addresses two different but interlinked issues: how to build and strengthen the capacities of EMB staff and workforce (both technical and lifelong learning); and how to build institutional capacities for delivering both types effectively. The paper is supplemented with findings from: a survey conducted in 2021; a 2021 case study series on the institutionalization of electoral training and education; and a 2020 workshop. This paper provides recommendations for practitioners seeking to strengthen their training and professional development programmes, as well as highlighting recommendations for the electoral assistance community.

Our retrospective analysis suggests that the fiscal stance in the 1990s and the early 2000s was overall looser than the model recommendations. As for the future, the model advises the near-term fiscal policy to be supportive with a view to narrowing the output gap and minimizing hysteresis, while recommending a fiscal consolidation over the medium-term at a gradual pace.

Book excerpt: Training under venous blood flow restriction (BFR) has received considerable interest in sports science and sports medicine journals in recent years. Driven by the positive effects of BFR training on muscle mass and function, a growing number of clinical scientists are beginning to investigate this training therapy and its potential impact on health and disease. Muscle wasting due to age or disease is a catalyst for disease development in almost any condition. However, today's clinical training therapy has no suitable training methods to enable the majority of physically compromised patients to train in a way that provides the necessary intensity for muscle adaptations. While BFR training could fill a significant gap in this regard, the implementation of a new training technique in clinical practice is accompanied by many challenges. Therefore, we would like to introduce the Research Topic "Clinical Application and Impact of Blood-Flow-Restriction Training", which is intended to be a collection of basic scientific work on the application of BFR training in clinical settings and primary descriptions of feasibility and effects. We hope that this will expand the range of BFR applications, illustrate positive as well as possible negative effects of BFR training in patient populations and provide a proven scientific basis for future work. This Research Topics covers all aspects of applicability of BFR and exercise physiology in clinical conditions. The aim is to expand the possibilities of this technique, to share experience in clinical practice and to describe and interpret the physiological adaptations under pathological conditions. Therefore, this Research Topic welcomes submissions on BFR applications in clinical trial groups, acute and chronic effects of training with patients as well as molecular and cellular changes in exercise physiology and effects of chronic diseases on muscle function.
