Book excerpt: The earliest accounts of the Sino-Indian boundary dispute cast India as the victim of Chinese betrayal and expansionism, but a more favorable image of China vis-a-vis India has appeared since the 1970s. Since then, China has been portrayed as the victim of India's self-righteous intransigence, with the 1962 India-China war occurring because China was provoked into practicing a justifiable form of realpolitik. These two seemingly irreconcilable academic schools of thought still exist. In this case study of India's decision-making between the years of 1959 and 1963, the critical first years of its border conflict with China, Steven A. Hoffmann takes an important step in reconciling the conflicting views of the crisis and of the ascribed reasons for the war that ensued in 1962. Drawing on interviews with Indian officials, military officers, and political leaders and on memoirs and other sources gathered during concentrated research in India, England, and North America between 1983 and 1986, the author provides previously unknown material on the perceptions and realities of Indian decision making. A model for international crisis behavior, as proposed by Michael Brecher, is used to help establish a balanced treatment of information and offer insights into such questions as why India and China both failed to understand one another's frontier psychologies and strategies, and why the Nehru government did not succeed in managing the conflict. Book excerpt: This book reviews whether the existing framework in place can effectively address breaches in the context of Autonomous Weapons Systems (AWS). The work endeavors to map out the main gaps and some possible approaches to address them. Part I sets the ground. First, it provides a concept of AWS. Next, it discusses the accountability gap AWS generate and shows how the international community has put far more emphasis on individual responsibility rather than state responsibility. Part II analyzes the challenges AWS pose to the regime governing state responsibility under international law, as codified in the Draft Articles on State Responsibility (ARSIWA). In this regard, it discusses attribution, breach of an international obligation, tempus comissi delicti, multiple states involved in a breach, force majeure, assurance of non-repetition, issues related to damage, the human-machine interaction and its impacts on state ́s responsibility, responsibility for not using AWS, weapons review and the duty of due diligence. Part III summarizes the challenges discussed in part II in thirteen issues of concern and presents possible paths de lege ferenda to address each of those issues, mainly a paradigm shift in attribution and strict liability, among seven other more specific proposals. The conclusion reached is that the current regime on the international responsibility of states is insufficient to deal with the new challenges AWS pose. De lege ferenda, the book argues for following the paths suggested in part III. It also reflects on parts II and III's findings and how many of AWS's challenges to state ́s responsibility apply to other autonomous devices. Therefore, through the case study of AWS, this work also opens the broader discussion of the gaps in the international responsibility of states regarding autonomous device misdoings.

Book excerpt: The early struggle for LGBTQ rights in the 1960s and 1970s has typically been told from the perspective of the coasts—in places like New York, San Francisco, and Miami. But the midwestern town of Lawrence, Kansas, home of the University of Kansas (KU) and a thriving location for activist organizations in the 1960s, had an important role to play in the national story of LGBTQ activism in the United States. Liberating Lawrence tells the first-hand story of the Lawrence Gay Liberation Front (LGLF), a KU student organization that began in 1970. Having conducted sixty-seven interviews with people who were involved at the time, author Katherine Rose-Mockry focuses on the group’s early formative years between the founding and 1979, during which time the members of LGLF had to fight for their right to exist on campus as an official student group. Inspired by a class project that led him to interview local members of the LGBTQ community, David Stout initiated the formation of the LGLF in the summer of 1970 to provide a safe space for gay students to meet each other and to establish a base of operations for student activism on campus. The group focused on educating the campus about the experience of being gay. They formed a speakers’ bureau in their opening months and gave frequent presentations at KU and nearby campuses. In addition to raising awareness and providing counseling services, the group was also self-consciously political from the start and advocated for equal protections, employment rights, and the elimination of laws criminalizing same-sex sexual activity. The university administration, however, did not welcome the formation of the LGLF. Three times the chancellor rejected their request for recognition. This led the group to file a lawsuit against the university in 1971, and the famous cause lawyer William Kunstler, who had previously defended the Chicago Seven in 1969, agreed to represent them—a development that received national media attention. While the LGLF lost the legal battle, they ultimately won the war to change the campus culture. Katherine Rose-Mockry has written the definitive history of gay and lesbian activism at the public universities of Kansas. Liberating Lawrence is a major contribution to our understanding of the fight for gay pride and LGBTQ civil rights, both locally and nationally.

These betrayals of his own ideals did little to win him the support of the party faithful, and his vice presidency ended in humiliation, rather than the validation of moderate ideals. An in-depth, insightful, and timely political history, Nelson Rockefeller's Dilemma details how the standard-bearer of moderate Republicanism lost the battle for the soul of the Party of Lincoln, leading to mainlining of white-grievance populism for the post-civil rights era.
