Portugal joined the European Union (EU) in 1986, but the enduring legacies of the country’s transition process from authoritarianism to democracy became apparent during the European sovereign debt crisis, when Portugal experienced its third bailout since the institutionalization of democratic government. Although the first decade after EU accession was one of slight growth and investment, Portugal’s economy has, in effect, been performing poorly since the beginning of the 21st century. Among the major changes in Portuga - as in much of Southern Europe - as a result of the ‘great recession’, was the emergence of important new actors, including populist parties, new social movements and the polarization of attitudes toward the EU. In some of these areas, the phrase ‘with the exception of Portugal’ was always present. This book explores the factors that might explain why this is no longer the case, presenting a global overview, with an interdisciplinary focus, of the processes of economic, social and political changes in Portuguese democracy since the 2008 economic crisis. The volume is accessible to a broad academic audience, with chapters examining economic, political, social and foreign policy issues, for scholars interested in an analysis of Portugal’s emergence from the economic crisis.

Book excerpt: This book offers a comparative perspective on the semi-presidential regimes of Portugal and Timor-Leste, suggesting that they both reserve a “moderating power” for presidents in line with what was theorized by Benjamin Constant. Historical legacies, political culture and short-term political considerations combined create an institutional design that has endured and produced incentives to power-sharing and inclusiveness. A critical element of this model finds roots in the electoral system facilitating the emergence of “independent” presidents with political platforms that tend to supersede those of political parties. Elected presidents dispose of an array of competences that do not overlap with those of prime ministers, but represent a category of its own. The vast array of presidential competences contributes to reinforcing a system of checks and balances, and to foster horizontal accountability. The book argues that this specific form of government with “moderating powers” and presidents who are largely “independent” from the party system contributed to the successful democratic transitions of Portugal and Timor-Leste.

How was it related to projects for the conversion of Goan colonial subjects to Catholicism? In Religion and Empire in Portuguese India, Ângela Barreto Xavier examines these questions through a reading of the relevant secular and missionary archives and texts. She shows how the twin drives of conversion and colonization in Portuguese India resulted in a variety of outcomes, ranging from negotiation to passive resistance to moments of extreme violence. Focusing on the rural hinterlands rather than the city of Goa itself, Barreto Xavier shows how Goan actors were able to seize hold of complex cultural resources in order to further their own projects and narrate their own myths and histories. In the process, she argues, Portuguese Goa emerged as a space with a specific identity that was a result of these contestations and interactions. The book de-essentializes the categories of colonizer and colonized, making visible instead their inner-group diversity of interests, their different modes of identification, and the specificity of local dynamics in their interactions and exchanges—in other words, the several threads that wove the fabric of colonial life.

Book excerpt: Democratic theory considers it fundamental for parties in government to be both responsive to their electorate and responsible to internal and international constraints. But recently these two roles have become more and more incompatible with Mair’s growing divide in European party systems between parties which claim to represent, but don’t deliver, and those which deliver, but are no longer seen to represent truer than ever. This book contains a qualitative and quantitative analysis of the behaviour of the opposition parties in eleven European democracies across Western and East Central Europe. Specifically, it investigates the parliamentary behaviour of the opposition parties, and shows that the party context is increasingly diverse. It demonstrates the emergence of two distinct types of opposition: one more cooperative, carried out by the mainstream parties (those with government aspirations), and one more adversarial focusing on government scrutiny rather than on policy alternatives (parties permanently excluded from power). It systematically and analytically explores the sources of their behaviour, whilst acknowledging that opposition is broader than its mere parliamentary behaviour. Finally, it considers the European agenda and the economic crisis as two possible intervening variables that might have an impact on the opposition parties’ behaviour and the government-opposition relations. As such, it responds to questions that are major concerns for the European democracies of the new millennium. This text will be of key interest to students and scholars of political parties, European politics, comparative politics and democracy.

It is centered on four "pedagogical" essays written in these decades previous to the onset of authoritarian dictatorships in Spain and Portugal, works that are absolutely central to understanding the discursive architecture of collective identity in these same places today. They are as follows: Enric Prat de la Riba's La Nacionalitat Catalana (1906), Teixeira de Pascoaes' Arte de Ser Português (1915),Vicente Risco's Teoría do Nacionalismo Galego (1920), and José Ortega y Gasset's España invertebrada (1921). The study consists of a discussion of some of the more important theoretical issues connected to social articulation of cultural identities, four chapter-long analyses of the textual manifestations of national identity within the major Romance-language communities of the Iberian peninsula, and a conclusion which underscores the key function played by these public intellectuals in establishing the parameters of the “Imagined Communities” with which they felt primarily identified. On the most basic level, the study of these “catechistic” visions of national individuality provides a heightened sense of both the differences and commonalities inherent in the cultural traditions of these core nationality groups of the Iberian Peninsula. On another level, the study reminds us of the important pedagogical function of literature (understood here in the broadest possible sense) in the formation and maintenance of nationality identities then, as well as now.

PROPOR brings together research groups, promoting the development of methodologies, resources and projects that can be shared among all researchers and practitioners in the field. The ninth edition of this event was held in Porto Alegre, Brazil, at Pontifícia Universidade Católica do Rio Grande do Sul (PUCRS). It had two main tracks: one for language processing and another one for speech processing. This event hosted a special Demonstration Session and the first edition of the PhD and MSc Dissertation Contest, which aimed at recognizing the best academic work on processing of the Portuguese language in the last few years. This edition of the event featured tutorials on statistical machine translation and on speech recognition, as well as invited talks by renowned researchers of natural language processing.
